| With the acceleration of urbanization in China,the area of cultivated land continues to decrease,and the rural living environment is deteriorating.In addition,in 2020,the novel coronavirus pneumonia epidemic swept the world,causing huge losses to China’s agricultural and rural economy.Rural governance also faces various dilemmas and challenges because of the above.At present,the reform of national governance has gradually become the focus of all countries.The text focuses on the study of using culture as a tool of social governance to promote the modernization of national governance system and governance capacity and inject fresh impetus into rural revitalization.Culture plays an important role in social governance.Studying cultural governance in rural revitalization strategy has many practical significance.First,it can help rural revitalization and provide intellectual support,talent security and academic support for rural construction.Second,it can provide a reference for rural township cadres,put forward feasible suggestions to help them solve the problems and challenges they face in practical work,and help solve the "three rural" problems of underdeveloped agriculture,underdeveloped rural areas and poor farmers in China.Third,it can promote the development of rural cultural industry,promote civilized rural style,promote rural economic development,improve farmers’ living standards and happiness,and solve the dual structure phenomenon of "one leg is long,one leg is short" in urban and rural development.Fourth,it can provide new ideas and find new ways for the reform of the national governance system,promote the modernization of the national governance system,and ultimately promote the comprehensive implementation of the rural revitalization strategy.This paper studies how to use culture for social governance and promote rural revitalization through literature research,empirical research,observation research and other research methods.The framework of this paper is as follows: The first part is related concepts and basic theories,including the concept of rural revitalization,the concept of cultural governance,the theory of social governance,the theory of cultural governance and the feasibility and necessity of cultural governance.The second part takes Q village,Z village and T village as examples to analyze the current situation of cultural governance under the rural revitalization strategy.The third part takes three natural villages as examples to analyze the difficulties and reasons of the current rural cultural governance.The fourth part is based on practical experience to optimize cultural governance and promote rural revitalization,and put forward practical path and feasible plan from two aspects of reconstructing rural cultural governance structure and improving cultural governance level. |
