The Law Enforcement Dilemma And Optimized Path Of The Police Station Under The Background Of Comprehensive Rule Of Law

Since the reform and opening-up,modernization development and socialist market economy have undergone tremendous development.comprehensive rule of law has gradually grown into the essential principle of governance in China.Realizing the modernization of governing system and governing ability serves as the goal of the nation on the basis of legalization.The standardization and scientific approaches of law enforcement in public security is greatly associated with social orders,the stability and development of the whole country.The law enforcement is the basic duty of grass roots police station which plays a fundamental role in supporting the entire public security organs.However,there is huge gap between the actual running situation shown in the practical law enforcement among police station and the prospect of comprehensive rule of law.The implementation dilemmas in the law enforcement are as follow: “written text” differs a lot from “ implementation” in the law enforcement in police station;trust crisis between policemen and the citizens;the generalization of law enforcement in police station;the negative effect caused by power standardization of the police.Based on Literature Review and Survey research,this article tends to conduct in-depth research on laws enforcement in police station from Politics,Law and Sociology.After the inductive Analysis to data,cases and practical experiences,the generation of causes was concluded in terms of law enforcement dilemma in police station under the background of comprehensive rule of law.Regarding the background of social transformation as the breakthrough,it is discovered that the insufficient coping ability to the conflicts in social transformation period and the limitation of legal documents lead to the gap between “ written text” and “ implementation”;the deformation of social control pattern contributes to the identity dilemmas faced by law enforcement of police station.Meanwhile as the change of times and the increase of social complexity,the operating logic of governing the country has altered,highlighting the cooperation of major social sectors.Therefore pushed by the current trend,the law enforcement of police station is required to actively adjust its working pattern to adapt to current environment featured with low-level of socialization in social management.Moreover the power of policeman serves as an intensive role in national power structure,facing the contradictory between decentralization and restriction of power since its birth.In various social surroundings,the balance of both brings about pressure to grass-root law enforcement.With the help of Cause Analysis,the solution to enforcement dilemmas and countermeasure are explored.Thus combining the effect of laws and politics during the enforcement,strengthening field function of “ Nation-Society”,improving socialization level in social management,the scientific approaches and standardization with four optimized measures will be achieved to make breakthrough to enforcement dilemma confronted with police station as well as give full play of enforcement efficiency in grass roots police station.
