Research On Disposal Of Repeated Visits By Discipline Inspection In District H Of Hubei Province

Repeated visits generally exist in various petition bureaus.Since the 18 th National Congress of the Communist Party of China,the nation has launched anti-corruption storms from the top down.The discipline inspection and supervision organs have begun to appear repeated petitions,and there are few related studies.The article conducts research on this issue.In recent years,the discipline inspection and supervision organs of the H district have experienced more repeated petitions.Some of the repeated petitions have become the key assignments of the higher authorities.The article selected the H zone for relevant empirical research.The article provides a brief interpretation of the discipline inspection and supervision petition policy,and introduces the status quo of repeated petitions handled by the discipline inspection and supervision organs of the H district.Through field investigations,the repeated petitions handled by the discipline inspection and supervision organs of the H district are investigated,and the disciplinary inspection and supervision organs of the H district are found to be duplicated.There are four problems in petitioning,such as difficulties in policy implementation,failure to implement the work system,low quality of cadre discipline inspection,and insufficient ability to resolve and defuse.When analyzing problems,the relevant cases are briefly explained using stakeholder theory.Through the theoretical analysis of stakeholders,the article believes that the imperfect policy system,the imperfect management system,the lag of the cadre team construction and the unsound governance mechanism are the main reasons for the problem.Finally,the article proposes that the H District Discipline Inspection and Supervision Organs should deal with repeated petitions by strengthening policy implementation,improving management system,strengthening the cadre team building and improving the governance mechanism,and believe that by turning indirect stakeholders into direct interests.The way of related parties expands the source of stakeholders,enriches the main body of governance,and enhances the effect of handling and repeating petitions handled by the discipline inspection and supervision organs of the H District.
