The excellent traditional culture is the precious spiritual wealth for Chinese nation,it's also an important bond to maintain the unity of all ethnic groups.The protection and inheritance of national folk traditional culture is a necessary measure for the great development and prosperity of culture.Therefore,Guizhou province issued "national culture into the campus" policy to promote the protection and inheritance of national folk traditional culture.The introduction of public policy aims to use various administrative means and public resources to achieve a certain set of public interests.Measure whether the public interest is realized,that is whether the effect of policy implementation is good or bad.This paper takes qianxinan prefecture,Guizhou province as the object of investigation,actively explore the implementation effect of the "ethnic culture into the campus" policy in Guizhou province,analyzes the existing problems and their causes,and puts forward corresponding suggestions to improve the implementation effect of the "ethnic culture into the campus" policy.This paper is divided into five parts.The first part Combing out the policy itself and its background.The introduction of the policy in guizhou province has two needs : the prosperity and development for our country,and the development of ethnic culture and education for guizhou province.Since its introduction,the policy has gone through three stages: starting,development and improvement.The policy has two main objectives: one is to protect and inherit the traditional folk culture of the ethnic groups;the other is to promoting national unity and progress.The second part introduces the implementation of the "national culture into campus" policy in qianxinan prefecture of guizhou province.Relevant government functional departments in qianxinan prefecture have implemented the policies by taking measures such as policy guidance,fund investment and construction of national culture teachers.Meanwhile,schools at all levels in qianxinan prefecture carry out policies through classroom education,extracurricular activities,practical experience and academic research.The third part takes qianxinan prefecture of guizhou province as the object to analyze the implementation effect of the policy.Against theestablished goals of the policy,the protection and inheritance of national folk culture and the development of national unity and progress have achieved results.National folk culture has been deeply excavated and extended for inheritance.On the basis of "five identities" and the growth of teachers and students,the establishment of national unity and progress demonstration units in various schools have achieved remarkable results.It is true that there are still problems in the policy effect,such as the content of national culture inheritance involves national singleness,progress in national unity has fluctuated.The fourth part analyzes the existing problems and reasons in the implementation of the policy.The deviation of policy implementation is the factor that affects the implementation effect for the policy.Specifically:Single carrier of inheriting national culture,the content of national culture inheritance involves national singleness,the inheritance of national culture is not orderly enough.The reason is related to the policy itself,the subject of policy implementation and policy evaluation.The fifth part puts forward the suggestion of perfecting the policy.In view of the problems in the implementation of the policy and their causes,in order to improve the implementation effect of the policy,this paper puts forward some Suggestions,such as refining policy objectives,innovating policy implementation paths,building excellent teachers for the inheritance of national culture,constructing a scientific policy evaluation system and evaluation methods.
