Since the 1950s,our country has successively organized and carried out such assistance work as "going to the countryside to go to the mountains" and "assisting Tibet",which set a precedent for selecting and sending cadres to remote rural areas and effectively promoted the economic and social development of rural and remote areas.As one of the countries with heavy poverty alleviation and reduction tasks in the world,with the rapid development of China's economy and society,the number of people living in absolute poverty has dropped significantly.However,due to the constraints of the urban-rural dual system,the situation of hollowing out rural areas is increasingly serious,and the contradictions between the old and the new are intertwined.It is imperative to send outstanding cadres to villages to carry out poverty alleviation and reduction work facing this grim situation.In the beginning of 2001,all over the country began to carry out the selection work,Anhui province is one of them.A large number of outstanding young cadres came to work in the villages,helping the selected villages to solve the outstanding problems in their economic and social development,and to a large extent promoting the vitality of rural economic and social development.In 2014,the sixth batch of assisted cadres were selected and sent to work in the village,as the work of poverty alleviation poverty continues to advance.It covered 359 poor villages and 829 non-poor villages with poverty alleviation and development tasks.In April 2018,a total of 2,715 cadres from the seventh batch of Suzhou officials went to poverty-stricken and non-poverty-stricken villages to help.How to manage well the selection of cadres to help,let them put their hearts and minds to do a result,assessment work is crucial.This group comes from different units,and the basic conditions of the villages are different,which brings difficulties to the assessment work.From the perspective of assessment and management of selecting and supporting cadres in Suzhou city,this paper first proposed the background,significance,ideas and methods of the research,defined the important concepts of targeted poverty alleviation,selecting and supporting cadres and performance assessment,and analyzed the incentive theory,objective management theory and performance assessment theory,laying a solid foundation for a comprehensive analysis of the problems existing in the performance assessment of selecting and supporting cadres.Secondly,on the basis of theoretical analysis,questionnaires,interviews and other methods are adopted to objectively analyze the current situation of performance assessment of selected cadres in Suzhou city,and analyze the problems such as unreasonable assessment indicators,non-standard procedures and insufficient use of results.Finally,by referring to the advanced practices of performance appraisal at home and abroad,the author puts forward Suggestions from four dimensions,such as grasping the basic requirements of appraisal,clarifying the orientation of appraisal objectives,clarifying the key contents of appraisal,and improving the appraisal mechanism and system.The innovation of this study is to integrate the assessment requirements of civil servants into the assessment of selecting and dispatching cadres,and make a preliminary design in the aspects of assessment subject determination,assessment index weight and setting,assessment result application,etc.,in order to provide reference significance for the performance assessment of selecting and assisting cadres in poor areas and boost poverty alleviation and reduction.
