Development Of Rural Tourism In Huaiyin District Of Huaian City Research On Government Management

Rural tourism,as a new form of commercial tourism,first appeared in China in the late 1990s.It first developed from the northwest border of China and Taiwan,and showed a good development trend.This new tourism mode has played a positive role in the economic,social and cultural development of rural areas.It not only effectively solves the difficulties of rural development in terms of funds and channels,but also improves the living environment of rural areas,promotes the development of rural commerce,and promotes the construction of new countryside,urbanization and beautiful countryside.According to official data,in 2018,the total number of domestic and inbound tours exceeded 5.2 billion,the total income of tourism direct income and derivatives exceeded 5.9 trillion yuan,and the overall contribution of tourism to the national economy exceeded 10%.The number of domestic tourists accounted for an absolute advantage of 97.4%.In the document issued by the State Council in 2014,it is clear that the total domestic tourism consumption will reach 5.5 trillion yuan by 2020.Tourism industry will usher in a new round of golden development cycle.The National Development and Reform Commission and the National Tourism Administration also issued the Circular on the Issuance of the National Ecotourism Development Plan(2016-2025),which calls for the promotion of the integration of cultural tourism and rural tourism.The distinctive brand of eco-tourism routes will create new hotspots of tourism consumption and enhance the radiation driving role of the areas along the routes.In recent years,China's rural tourism has achieved unprecedented development,which is worthy of affirmation.In the process of rural tourism development,improper government management has had a negative impact on local development,wasted limited government resources,and destroyed the original ecological environment of the countryside.How to optimize government management in rural tourism development has become the focus of the central,provincial and Municipal governments.The latest developments.At present,the rural tourism in Huaiyin District of Huai'an City is in the transitional period from the primary stage of development to the mature stage.There are still some problems in the soft and hard environment,such as weak infrastructure,unclear policy orientation and insufficient investment,which need to be solved by giving full play to the leading role of the government.This paper will elaborate the government management of Huaiyin District People's Government in the development of rural tourism from the aspects of policy orientation,market demand and mass needs,and through the analysis of the research results of domestic and foreign rural tourism and government management in its development,understand the latest research results at home and abroad,and then analyze the future development trend.At the same time,at present,the domestic universities and research institutes have less research results on the government management of rural tourism development in the underdeveloped areas of northern Jiangsu,and the reference materials are limited.Therefore,the government management analysis of rural tourism development in Huaiyin District of Huai'an City is also one of the difficulties of this paper.
