Research On The Motivation Of Local Government On College Student's Talent Policy Innovation

Since 2016,the local governments in major cities in China have successfully introduced talent policies for college students to attract them to settle down and start their own businesses.College students talent policy is an important part to deepen the reform of the talent development mechanism and system,this paper mainly studies the domestic major cities in the local government personnel policy innovation of college students,through text and content analysis of the college students' talents policy defines college talent policy,mainly using content analysis and word analysis of undergraduate talents of local government policy text is analyzed,policies mainly includes locating,employment,entrepreneurship,housing safeguard.Combined with the text analysis of university students' talent policy and the theoretical analysis of innovation diffusion policy,this paper puts forward the motivation model of local government's policy innovation of university students' talent.Undergraduate talents of local government policy innovation motivation model of this paper think that the factors influencing college students' talents of local government policy innovation is mainly composed of two aspects,respectively,the local government intrinsic motivation and external motivation,intrinsic motivation includes financial factors,demographic factors,economic development,higher education resource factors,external factors include inter-governmental relations and central factors.According to the analysis of the diffusion theory and college students talent policy research,six assumptions are put forward,based on logistic regression analysis of the history of the event,quantitative analysis shows that the relationship between the governments,financial income,economic development level and population factor are the significant factors that affect local governments to adopt college talent policy,the central factors in other policy innovation in the field plays a role,but in the process of college students' talents policy innovation,there was no significant effect.
