| With the continuous advancement of China’s reform and opening up policy,it is an objective fact that the process of urbanization,marketization and industrialization is gradually accelerating.Under the influence of this promotion,the change speed of urban-rural relationship is also improved,which drives the spatial redistribution of population and the relocation of identity.The new era provides a bigger stage and a wider space for the study of population migration and flow in China.Floating population management is an important part of population management.With the advancement of urbanization,how to effectively manage floating population has become an increasingly serious problem.The management level of floating population has a direct impact on the development of cities and the realization of social harmony.In recent years,many cities began to actively explore the floating population points management system,which opened up new ideas for the floating population management.Suzhou is a megacities with a large population and a large city with floating population inflow.How to integrate the floating population into suzhou in a more stable and orderly way through effective management and let the floating population fully enjoy the rights and interests of suzhou’s social and economic development has become an urgent problem to be solved.Began in early 2016,suzhou shall practise a system of integral management of the floating population,the integral management system to promote the process of floating population has made good achievements,but also gradually revealed many problems,therefore,this paper takes suzhou as an example,from the points of the floating population policy implementation present situation,discussed the problems existing in the management system of the floating population in the region integral,and combining the advanced experience in other parts of the optimization Suggestions.This paper firstly introduces the research background,research significance and relevant research results,and summarizes the relevant research on the development and management of floating population at home and abroad.Secondly,it introduces the concept of floating population,new public service theory,public governance theory,new public policy and other concepts,which lays the theoretical foundation of this paper.Then it introduces the status quo of the implementation of the floating population points management system in suzhou,including the organizational framework,main contents of the points policy,scoring standards,points management process,basic characteristics of the points applicants,etc.,from which it summarizes the positive effects of the floating population points management system on the population management in suzhou.Thirdly,a questionnaire survey was conducted by issuing paper questionnaires in the points acceptance window,and points workers were selected for interviews.Based on the feedback information,problems existing in the points management system of floating population in suzhou were analyzed,such as incomplete points management system,mismatch between points index and demand,and complicated application procedures.Finally,by comparing the advanced management methods of floating population in guangzhou,Shanghai and other regions,this paper summarizes useful experience:first,the management of floating population should rely on the perfect top-level design.Second,the management of floating population is inseparable from the humanized integrated management platform.Suzhou city should actively explore technical advantages,to achieve "one network" management,so that points for more convenient.Third,the government should actively explore the ladder management mode,expand the radius of public products and services,and achieve extensive and profound public services.At the end of the paper,the author puts forward a series of Suggestions,such as perfecting the service concept,perfecting the system and mechanism,strengthening the platform construction,and expanding the function positioning,so as to explore the way to improve the nanagement system of floating population points in suzhou. |
