Performance management is an effective means to improve work efficiency.In the context of continuous improvement of government management,the use of performance management is the main means to improve government efficiency.As an important part of the Chinese government,the taxation department actively learns advanced performance management ideas,integrates enterprise performance management methods,and implements an effective tax performance management system,which has great promotion and practical significance for improving the development of the taxation department.This paper analyzes the current performance management work of Lvliang City Taxation Bureau.Based on the systematic description of public sector performance theory,this paper analyzes the performance management of Lvliang City tax system in 2017 through case analysis method,literature analysis method and questionnaire method.The evaluation rules and performance scores found the defects and constraints in the performance management of the tax system in Lvliang City.Through research and analysis,it is found that the tax personnel of Lvliang City have deviations in the cognitive management of performance management,the setting of performance indicators is unreasonable,and the performance management is separated from the organizational goals.This is due to the vagueness of the concept of performance by tax officials in the system.There is no outstanding key indicators in the performance setting and the lack of application of the performance management feedback mechanism.In order to improve the performance management system of Lvliang City's tax system,three countermeasures are proposed.Firstly,improve the understanding of performance management and build a harmonious tax culture system.Secondly,improve the tax performance evaluation system,deepen the application of performance appraisal structure,and finally improve the tax performance incentive mechanism and strengthen performance feedback channel.
