Research On Information Sharing Of Government Sectors In Lishui City Under The Background Of "Run Once Only" Reform

It is an important measure that advancing the information sharing of government sectors to reduce the administrative cost of government.It is also an inevitable requirement of building a service-oriented government.Under the background of comprehensively deepening reform,especially in the context of “Run Once Only” reform in Zhejiang province,it has become a hot issue for scholars to discuss that how to promote the information sharing of government sectors and solve serious problems in the information sharing work to enhance the management changing and decision-making by deepening “Run Once Only” reform.This thesis takes “Run Once Only” reform as the perspective and bases on the relevant theories of the information sharing of government sectors and analyzing the information sharing of government sectors in other countries.It analyzes the situations,measures and effects of the information sharing of government sectors in Lishui,by combining the real situation and “Run Once Only” reform of Lishui.By taking discussion and interview,this paper summarizes the main problems in the work of the information sharing of government sectors in Lishui: Insufficient investment in informatization,institutional dysfunction,and existence of Information Island,ect.Therefore,it puts forward the main reasons: ideological understanding is not profound enough;division of responsibilities is unclear;management system is incomplete;professional persons are short and information safety is existing.By building the government's information sharing platform —“All affairs with one credit”,this paper proposes some suggestions to enhance the work of the information sharing of government sectors: Improving the ideological understanding,strengthening the organizational system guarantee,completing the information sharing system,enhancing the professional talents guarantee,securing information safety,building an information sharing mode,and so on.We should enhance the function of “Run Once Only” reform to promote the development of the information sharing of government sectors.So that it can provide some experience to other cities' information sharing work.Particularly in the context that “Yangtze River Delta Integration” has become a national strategy,“Run Once Only” reform can be a model in the area of the information sharing of government sectors in Zhejiang,even in Yangtze River Delta region.
