Study On Objectives Management Of Fumin County

Government objective management,originated from and flourished in the west,is applied to both enterprises and public service departments and has become one of the most effective and operative management theories and methods all over the world.But the development of objective management has experienced great change in China due to the environmental difference in the process of eastward spread of western culture.Although it is used broadly,the theoretical thinking in this area lags far behind and reflects many problems.In Fumin County,since the objective management was carried out,many obvious achievements has been obtained in improving working style,executive ability,administrative efficiency and people's satisfaction of government institutions,through continuous improvement,accumulation and deepening.However,in the crucial period of the transformation of society,citizen and mechanism,there are severe social conflict,different situations and new problems,which brings forward new higher requirements of objective management for governments in our country.Especially,the county-level government,as a basic unit,has a key connecting link between the upper and the lower organizations in the framework of administrative management in China.This paper,based on the study and research of relative theories and knowledge of objective management home and abroad,focuses on the case study of the government objective management in Fumin County.First,the paper reviews relative theories of objective management,analyzes the connotation,extension,process and function of objective management by means of literature analysis and comparative study,and indicates the feasibility and necessity of objective management.Second,following the mainstream of objective management theories,it introduces the development,main contents and achievement of government objective management in Fumin County by using the methods of literature analysis,investigation and empirical study,and points out problems and reasons in government objective management in Fumin County.In the end,based on her working experience,the author tries to summarize and put forward measures and suggestions about how to improve government objective management in Fumin County through case studying.In the mean time,the author also tries to provide referential experience and models of government objective management for other county-level governments especially for those in the less developed areas in western China.
