Research On Public Participation In Policy Agenda Setting

Erhai Lake,located in Dali City,Yunnan Province,has been attracting many tourists from all over the country and even overseas with its excellent water quality and beautiful scenery around the lake for several years.In recent years,with the continuous upsurge of tourism around the lake,the tourism facilities around the lake represented by homestay have been growing in a barbaric manner,and Erhai Lake Ecology is facing the threat of continuous deterioration.Since January 2017,the Dali state government has launched a series of "Thunderbolt pollution control" measures,a large number of inns and restaurants with different licenses have been forced to shut down or even demolished.The local government's policy of turning "slow" to "urgent" in pollution control is undoubtedly a step forward for Erhai ecological protection,but the innkeeper who is facing irregular closure or even will be completely demolished has encountered serious economic problems Loss,in the whole process of policy agenda setting,the public participation is low,and the parallel of positive and negative effects has led to the polarization of public opinion and media reports.Therefore,the rationality of the overall shutdown measures itself is questioned,and this issue is carried out in this context.First of all,according to the relevant concepts of policy agenda formulation,public governance and citizen participation theory,this paper collates and summarizes the relevant research at home and abroad,summarizes the research results of domestic and foreign scholars in policy agenda formulation,and provides theoretical support and reference for the following research.Then,focusing on the setting of Erhai Lake's "thunderbolt pollution control" policy agenda,through full on-the-spot investigation and collection of fresh front-line data,the whole process from entering the market to encountering the closure crisis of the inn operators who poured into the tourism investment boom around the lake in the early years was restored.At the same time,the "slow" and "urgent" in the setting of Erhai Lake's governance agenda were analyzed from the theoretical perspective of policy agenda setting.Finally,based on the theory of policy agenda setting,this paper summarizes the "labor pains" caused by thethunderbolt renovation policy of the inns around Erhai Lake and the causes of negative public opinions from all sides,and puts forward suggestions and measures to strengthen public participation in improving the policy agenda setting of the inns around Erhai Lake.The main purpose of this paper is to study the problems brought by the whole thunderbolt renovation policy in the governance process of the surrounding Inns of Erhai Lake from the perspective of the policy agenda setting,which leads to the thinking on how to optimize the public participation in the policy agenda setting of the government in the ecological protection of Erhai Lake,and to propose that the significance and value of the citizen participation should be paid attention to in the governance policy agenda setting of the surrounding Inns of Erhai Lake,We should distinguish the types of policies,find flexible ways of participation,and work hard from many aspects to establish an orderly and normal system of citizen participation,ensure the equal rights of free expression of the interest subjects,so as to expand the discourse rights of the participants in the public agenda,and create a rational multi-agent participation,debate and consultation mechanism in the process of policy issue construction,so as to enhance the interaction between the government and the multi-agent The dynamic and the government's response to the public provide some ideas and references for how to optimize the policy agenda setting in Erhai Lake Ecological Protection in the future.
