Research On Policy Issues And Countermeasures Of Ningxia Government's Promoting Development Of Private Enterprises Under Background Of Service-oriented Government

As a goal of China's government reform,service-oriented government is the key to solving the problem of coordinated development of government and enterprises.In recent years,Ningxia's private economy has made great progress and has gradually gained more attention.As an important part of Ningxia's economy,private enterprises play a significant role in economic development,employment,technological innovation,and social stability.From the perspective of service-oriented government,it is worthy of attention to discuss how to scientifically formulate and implement policies,create loose and fair environment,help to overcome problems and difficulties encountered,and enhance the competitiveness of private enterprises.However,due to factors such as high market entry threshold,small scale of development,unstable sources of funds,and difficulty in technological progress,the development of Ningxia private enterprises is more susceptible to various constraints.Therefore,Ningxia government's policies on private economy are crucial to local private enterprises·This paper attempts to use the "public policy theory" and "Government function theory,as the theoretical basis.It is deeply discussed of Ningxia governments policies of promoting private enterprise development,through literature research method,comparative research method and interdisciplinary analysis method.Some problems still exist,namely,the market access policies are not operational,the financing service policies are not effective enough,the fiscal and taxation support policies support are not strong,and the social service policies are insufficient;The reasons for the problems above were analyzed.It is mainly due to the slow renewal of the government's ideological concepts,the lack of sensitivity to the market,the imperfect policy supervision system,and unsound laws and regulations;Based on the experience and enlightenment of domestic and foreign governments policies of promoting private economic development,this paper try to propose countermeasures of further perfecting the Ningxia government policies for private enterprise development,such as perfecting market access policies,improving financing support services,enhancing fiscal and taxation policy systems,deepening service-oriented government construction,strengthening laws and regulations protection,and intensifying supervision.The countermeasures aim to improve the financing environment,promote the innovation,and drive the optimization and upgrading of private enterprises.
