Research On Local Government Services For Private Enterprises

As the state-owned enterprises continue to deepen reforms,the private economy continues to grow in number and scale,becoming the main driving force for my country's economic growth.As the private economy has strong incentives and is conducive to promoting common prosperity,it has achieved long-term development in recent years with the support of government policies.Among them,the private economy of Jiangsu Province holds an important proportion in the whole country.In 2019,the private economy of Jiangsu Province increased by 6.6%year-on-year,accounting for 60.9%of the province's GDP.The private economy has become an indispensable part of Jiangsu's GDP growth process.However,as my country enters the economic normalization,the downward pressure on the economy has increased,and the development of the private economy has been affected to a certain extent.In order to promote the long-term development of the private economy,local governments should give full play to their service functions and provide excellent services for the development of private enterprises.Therefore,it is necessary to conduct research on local government services to private enterprises.This article takes Qidong City as an example to explain the basic situation and historical evolution of Qidong's private economy and private enterprises,and introduces the behavior of Qidong Municipal Government in serving private enterprises,including promoting the expansion of the development of private economy,improving administrative approval services,and promoting the transformation and upgrading of enterprises.Form a complete service system from the aspects of policy,implementation and security,and clarify the situation of Qidong City's government services to private enterprises.According to the service status of Qidong City,the existing problems are summarized,service policies should be tailored to local conditions;the government-business relationship should be devoid of ambiguity and clearly oriented; government services should go from the rough to the fine and from the superficial to the deep;government service should avoid form by all means and advocate practicality;government services should build platforms and optimize communication;government services should be planned scientifically and attract investment accurately.In order to improve the problem,the article expounds the relevant experience of local governments at home and abroad in serving private enterprises,such as the domestic Sunan model,Wenzhou model,and the Pearl River model,and foreign private enterprise service experience in the United States and Japan.Guided by problems and combined with domestic and foreign experience,it proposes optimization measures for local governments to serve private enterprises,including improving the policy system of local government services for private enterprises,strengthening the service functions of economic functional departments,improving the administrative service level of government departments,and improving and optimizing information communication channels.Through these measures,improve the level of local government service to private enterprises,and promote the long-term development of private enterprises.
