Research On Modernization Of The Governance Ability And Construction Of Index System In Frontier Ethnic Minority Areas Of Yunnan

The current era is an era of governance.The participation and cooperation of all departments will provide the high-quality public service products and services and modernize the government governance for the society.National autonomous local governments is the local government under the system of regional national autonomy,it is an indispensable part of the whole national system,also is the national autonomous areas and ethnic minority areas of public administration and government governance research further deepening.First,based on the academic research results at home and abroad,this paper discusses the connotation,composition and evaluation of the governance capacity of modern government.This standard is expounded,which lays a theoretical foundation for analyzing the present situation of governance capacity modernization in the Frontier ethnic minority areas of Yunnan.Meanwhile,relevant theories on the modernization of government governance capacity are summarized,and a series of theories are sorted out to strengthens the theoretical authority of this paper.National autonomous local government governance ability modernization have received support from the government,the market,society,ethnic groups and other resources in the process of building governance capacity.make the national autonomous areas in more than 30 years of reform and opening up its governance capacity of many achievements,such as regional ethnic autonomy system constantly improve,constantly improve the ability of public service and public policy levels increased significantly,and so on.However,due to the backward administrative culture of the government,the influence of ethnic autonomous areas on the government ruled by law,the lack of autonomy provisions in the market,and the limited resources of ethnic autonomous areas,the government cannot give full play to its governance ability,which is partly due to the particularity of governance environment.There are many defects such as deviation of government governance concept,imperfect governance mechanism andlow level of government informatization.In general,the starting point of the modernization of the governance capacity of the government of Frontier ethnic minority areas of Yunnan is low,and the modernization level is still in the primary stage.Therefore,it is necessary to actively explore the ability of modern road management.According to the combination of the elements of government governance ability and the actual situation of Frontier ethnic minority areas of Yunnan,the goal,operability and effectiveness of the index system of government governance ability modernization in the Frontier ethnic minority areas of Yunnan are considered.In order to promote the modernization of government governance in the Frontier ethnic minority areas of Yunnan,we should not only follow the top-level design of national governance modernization,but also combine the "One Belt And One Road" strategy and other policy frameworks.Therefore,in the face of the macro situation,we should take service-oriented,law-based and information-based government as the basic direction to improve the governance capacity of the government.We will deepen the reform of the administrative system,strengthen community autonomy,improve the ecological environment,and improve the governance capacity of the government.
