Research On PPP Mode Of Institutional Aged Care Service In Beijing

In recent years,the trend of aging in Beijing has become more and more serious.The problem of old-age care in Beijing is becoming more and more urgent.In addition to home-based care and community pension,there are quite a few elderly people who choose institutions to support their old age,especially old age,dementia and loss.The old man,but the reality is the quality of service,lack of quantity and government financial resources of the old-age care institutions.In recent years,the PPP model has been continuously practiced in the field of public infrastructure in China.More and more provinces and cities have introduced social capital into the field of pensions.The PPP model is considered to be one of the ways to solve the above problems.The Beijing Municipal Government has also been encouraging social capital to participate in institutional pension services.In recent years,there have also been many PPP pension projects.This article is based on the first PPP pension institution in Beijing,the second social welfare center in Chaoyang District.For example,a case study was conducted to investigate the project overview,operation process and operation mechanism of Gonghe Senior Apartment.It was found that Gonghe Senior Apartment achieved some results,such as incentive mechanism and service management innovation,and establishing a risk control system to share risks.Introduce independent third-party supervision,equality-based government performance management and price adjustment mechanism,but at the same time,there is a lack of effective communication mechanism between the government and the social capital,no breakthrough in medical integration,difficulty in supervision,and lack of public participation mechanism.The problem is based on the above problems of Christine and senior apartment,based on the government,operating agencies,society and other aspects,proposed to strengthen the contractual spirit of the District Civil Affairs Bureau and improve the PPP project law,build multi-level institutional pension services,innovative PPP pension model and build PPP Project-wide social supervision mechanism Suggestions for Christine and older apartment.
