| Since entering the aging society,China’s aging situation is grim.China’s elderly population have a large bace,rapid growth,and sustained increase in elderly population with advanced age,chronic disease and disability,social aged service system pressure is huge.In 2000,the General Office of the State Council forwarded the Ministry of Civil Affairs and other 11 ministries jointly issued the “the tax policy issues notice of the elderly service agencies”,and in the next few years have introduced a series of documents and policies,to advocacy,organization,support and mobilize social forces to build social welfare facilities,to promote the rapid development of pension agencies,the number of pension institutions increased fast in China,especially the urban non-profit senior care organization.Its welfare non-enterprise characteristics,good make up for the lack of urban public pension institutions.However,due to the lack of a unified evaluation criteria for pension service capacity,there are a serious shortage of the pension service capacity in urban non-profit senior care organization,the quality of care services is poor and it is difficult to meet the needs of the elderly pension services.Establishing the evaluation index system of the pension service capacity for urban non-profit senior care organization,carriing out the system evaluation of pension service capacity based on the capacity evaluation index system,could standardize the standard and connotation of the evaluation of the pension service capacity,enhance the service consciousness of the old-age institution,lead the self-construction of the urban non-profit senior care organization,and evaluate the current level of the pension service capacity of the urban non-profit senior care organization in China,It is a great significance to promote the reform of the supply side of the old-age service and improve the quality of the pension service of the urban non-profit old-age pension institutions.ObjectiveEstablishing the evaluation index system of the pension service capacity for urban non-profit senior care organization based on the Theory of System Evaluation,Cost-Benefit Theory,Maslow ’s Demand Hierarchy Theory,Customer Relationship Theory,Stakeholder Theory and Sustainable Development Theory,and verify the scientific,comprehensiveness and maneuverability of the evaluation index system,analyze the relationship between the evaluation indexes.Provides a new research idea for the systematic research on the evaluation of the service ability of the pendion service,and also provides the basis for further enhancing the pension service capacity of the urban non-profit senior care organization and supervision and management and scientific decision-making of the government department.Methods1.Initially identified the evaluation index of the pension service capacity of the urban non-profit senior care organization and establish the overall framework of the evaluation index system through the literature analysis method and the expert interview method.2.Using Delphi method and boundary value method,screening the evaluation index of the pension service capacity and determining the evaluation index system of urban non-profit senior care organization.3.Using analytic hierarchy process(AHP)to calculate index weight coefficient.4.Through the analysis of Cronbach’s α,the content validity and the structural validity,the reliability and validity of the evaluation index system of the pension servicecapacity of the urban non-profit senior care organization are tested.5.Based on the estiblished evaluation index system,the Topsis method,the corresponding analysis method and the cluster analysis method are used to evaluate the pension service capacity of the urban non-profit senior care organization for empirical research.6.Using the canonical correlation analysis,analyze the internal relationship among the evaluation index system for mathematical research.7.The SWOT analysis method is used to improve the service capacity of the urban non-profit senior care organization.Results1.Based on the System Evaluation Theory,Cost-Benefit Theory,Maslow ’s Demand Hierarchy Theory,Stakeholder Theory,Customer Relationship Theory and Sustainable Development Theory,the pension service capacity evaluation index system of urban non-profit senior care organization is established.The evaluationindex system includes input and output two sections,6 dimensions,18 first-level indicators and 66 second-level indicators.The input section includes three dimensions of human,financial and material resources,the human dimension include the number of personnel,practice qualification,and personal cultivation three first-level indicators,11 second-level indicators,the financial dimension include two primary indicators of income and expenditure,6 Secondary indicators,material dimensions include the elderly housing,environmental and activities venues and facilities and equipment 3first-level indicators,17 secondary indicators.Output section includes pension care services,health care services and the environment and supporting services 3dimensions,pension care services include meals,personal hygiene,safety protection,health management and psychological/mental support 5 primary indicators,17 secondary indicators,health care services include medical care,preventive health care and rehabilitation 3 first-level indicators,8 secondary indicators,environmental and supporting services include environmental health and cultural and entertainment 2primary indicators,7 secondary indicators.The weight coefficient of the evaluation index system and the score of each index are determined.2.The reliability analysis results: The Cronbach’s α are between 0.828 ~ 0.957 of overall,the primary indicators,secondary indicators for evaluation index system.Validity analysis results: the content validity of the evaluation index system is good,and the correlation coefficients of overall and primary indicators are greater than 0.7.3.Topsis method research results: In the ranking of 33 non-profit senior care organization,pension service capacity ranks in the top 10% of the senior care organization were A12,A3 and A16,Ci value was 0.5464,0.4509 and 0.5464,respectively,pension service capacity ranks after 10% of the senior care organization were A20,A17 and A26,Ci value was 0.0858,0.1121 and 0.1175,respectively.4.The results of Corresponding analysis and clustering analysis: The indicators which impact the pension service capacity of urban non-profit senior care organization were personal cultivation,outdoor activities space per bed,health management and mental/psychological support services,rehabilitation services and cultural and recreational services.5.Canonical correlation analysis results: The input index and the output index of the urban nonprofit pension service evaluation system are closely related.The threeinput indicators of the facilities and equipment,the number of personnel and the housing for the elderly are closely related to personal hygiene services,preventive health services,catering services and rehabilitation services.Human resources(number of doctors,professional technicians and caregive),financial resources(Medical service income),material(health care room area,nursing station setting,health care area,public dining room space per seat and the number of rehabilitation equipment per bed),pension care service(the rate of other incident per year,the rate of hospital admission and the rate of health records),health care services(pre-hospital first aid knowledge and skills of staff,the frequency of disinfection for the activities venue and goods,average number of physical examination per 3 years)and environmental and supporting services(numbers of carry out cultural and recreational activities per Month,the satisfaction of cultural and recreational activities)played a major role in the relationship among the group of primary indicators.6.SWOT analyze results: The strenth of urban nonpro-fit pension institutions senior care organization are independent and flexible,which is an important supplement to the urban public pension institutions,which can meet the needs of the elderly at different levels.The weakness are the lack of professional and technical personnel,the serious shortage of caregivers,Financial resources and material resources are limited,the state subsidies are not enough.The opportunities include the broad development market provided by the population of aging,the broad development space provide by the national policy support.Tthe threat Include business risk from dual-track operation and management,pension service capacity should be further improved.Conclusions1.The evaluation index system of the urban non-profit senior care organization pension service capacity has a good reliability and validity,it can evaluate the pension service capacity scientifically and comprehensively.2.Topsis method results show that urban non-profit senior care organization are better in both practice qualification and catering services,and are short in environment and activities space and rehabilitation services and cultural and recreational services.Personal cultivation,safety protection,psychological/spiritual support,medical services,rehabilitation and cultural and recreation are the key to enhance the pension service capacity of urban non-profit senior care organization;facilities and equipment investment,personal hygiene services,health management services and environmental health services restrict the pension service capacity of urban non-profit senior care organization.3.The results of the corresponding and clustering analysis show that the senior care organization which pay attention to the personal cultivation,the outdoor activities apace,the medical care,the religious belief and the rehabilitation service have more strength on evaluation of the pension service capacity.4.The results of the correlation analysis show that strengthening the investment on the facilities and equipment,the number of personnel and the housing area for the elderly have a positive effect on improving the personal hygiene,preventive health care,dietary and rehabilitation services of urban non-profit senior care organization.The number of doctors,setting of care centers and the expansion of the area of health care housing for the senior care organization could promote health care incomes.The number of professional and technical staff and caregiver could promote the rate of hospital admission and the rate of health records.The seating area of the public dinning room and the setting of the nursing station,the number of public dining room seats per bed and the number of rehabilitation equipment per bed have a positive effect on improving the number of cultural and recreational activities and the satisfaction of cultural and recreational activities.The number of physical examination per capita of the elderly has a positive effect on the number of cultural and recreational activities carried out per month.The rate of hospital admission and health records of the elderly have an important preventive effect on the occurrence of accidents in the elderly.5.Through the SWOT analysis,it is suggested to improving the pension service capacity of urban non-profit senior care organization from strengthening the government’s support,establishing the hierarchical supervision and management mechanism,integrating the service resources and carrying out the evaluation of the pension service capacity. |
