economic development of Liaoning and even revitalizing the old industrial bases in Northeast China.In view of the fact that the Liaoning Free Trade Zone is in the initial stage of development,it will face certain problems in the process of development.Therefore,the government needs to play its own role in the construction of the Liaoning Free Trade Zone and promote the healthy development of the Liaoning Free Trade Zone.This article focuses on the implementation of government responsibilities,based on the system of government responsibility,through combing the government's efforts to promote the construction of Liaoning's free trade zone,exploring the problems and reasons for the government's fulfillment of responsibilities,and drawing on the effective experience of domestic and foreign governments in promoting the construction of free trade zones,Proposing to implement government responsibilities.Through the elaboration of the concept of free trade zone and government responsibility,this paper sorts out the government responsibility system from the perspectives of three categories,four categories and five categories,and concludes that in the construction of free trade area,government responsibility mainly comes from politics,economy and culture.And the four levels of society.From the overall function orientation of Liaoning Free Trade Zone construction,the basic measures introduced and the advantages of its resources,the government has achieved the results achieved in promoting the construction of Liaoning Free Trade Zone.On this basis,the Liaoning Free Trade Zone Construction Government was discussed.The main problems and reasons for the existence of responsibility,that is,the government's performance of responsibility,the division of administrative management is serious;the industrial structure is irrational;the development of cultural industry is not enough;the role of social organizations in building construction is not sufficient,etc.The influence of the government system;the government and market boundaries have not yet been clarified;the development of cultural industries is insufficient;the system that stimulates the participation of social organizations in construction is not perfect.To solve these problems,we need to base ourselves on local realities and learn from the experience of other countries and regions.With the acceleration of the globalization process,the scope of the free trade zone is spread across all continents.The government's means of promoting the construction of the free trade zone has its own characteristics due to the different development conditions of each country and region.Through the experience investigation of the government's fulfillment of responsibility in the four free trade zones of Shanghai,Tianjin,Singapore and Japan,combined with the actual situation,the experience and enlightenment of promoting the construction of Liaoning Free Trade Zone was summarized.Based on the four levels of government responsibility in the construction of the free trade zone,and on the basis of the experience of the typical state and regional governments at home and abroad to promote the construction of the free trade zone,the countermeasures for promoting the government responsibility of the construction of the Liaoning Free Trade Zone are put forward.In implementing political responsibilities,it is necessary to formulate relevant policies in accordance with the law,scientifically set up an organizational structure,and strengthen supervision functions;in implementing economic responsibilities,we must transform government functions,optimize industrial structure,and improve financial service systems;and implement cultural responsibilities,we must strengthen cultural industries.Supporting efforts to promote the development of local characteristic cultural industries;in implementing social responsibilities,we must encourage social organizations to participate in the construction of Liaoning Free Trade Zone and improve the institutional design of social organizations to participate in the construction.
