A Study On The Functions Of Grass-roots Government In The Construction Of Beautiful Countryside

"construction of beautiful countryside" is an important livelihood project put forward by the state some time ago to promote the development of Chinese rural society.The central research question of this paper is to take l village of D street in h city as an example to summarize the concrete practices and main achievements of the grass-roots governments(towns or streets)in the construction of beautiful villages,this paper analyzes the problems and causes existing in the practice of promoting the construction of beautiful villages by the grass-roots governments,and connecting with relevant theories and practical experiences,puts forward some beneficial countermeasures and suggestions for perfecting or optimizing the functions of the grass-roots governments in the construction of beautiful villages,thus enhances the beautiful countryside construction achievement to the farmer and the countryside development validity.Taking d street village L as the research object,this paper summarizes some specific practices of the grass-roots government in the construction of beautiful villages,that is,the grass-roots government has adopted the layout of the planning of beautiful village construction,and provided organization,coordination and guarantee,give full play to active guidance and publicity to promote the upgrading of rural industries and other initiatives.Thus,the construction of beautiful countryside has made the following main achievements: the farmers' income has been increasing,the ecological environment has been improving,the rural governance system has been optimizing,and the quality of farmers' life has been improving.After evaluating the results of the construction of beautiful villages in this paper,it is not difficult to see that the functions of the grass-roots governments in the construction of beautiful villages are still deficient in the following aspects: the infrastructure construction is not in place,there is no long-term mechanism,lack of indepth construction objectives,showing unsatisfactory results,slow progress in construction work and so on.The reasons for these problems are the imperfect coordination mechanism among the relevant departments of the grass-roots government,the lack of long-term planning,the narrow channels for fund raising,and the lack of follow-up on the later management and services,lack of beautiful rural construction of the internal power.Finally,this paper tries to perfect or optimize the function of the grass-roots government in the construction of beautiful rural areas to put forward feasible countermeasures and suggestions,so as to improve the effectiveness of the results of the construction of beautiful rural areas to farmers and rural development.Based on the onthe-spot investigation and in-depth analysis,it is found that the grass-roots governments are the executors or concrete practitioners of the policies of the governments at and above the county level regarding the construction of beautiful villages,it is very important to promote the process of building beautiful countryside and guarantee the quality of building beautiful countryside.The following aspects can be the key aspects for the grass-roots government to play a good role in the construction of beautiful villages,that is,to improve the construction of supporting facilities,make good development planning,attract multi-party investment funds,and play an active role in guiding the government,we will rationally promote institutional and institutional reform for building a beautiful countryside.In this way,let the beautiful rural construction results really become in line with the actual needs of farmers,and can really promote the healthy operation and development of rural society livelihood projects.
