Group Organizations Participate In Grassroots Social Governance Research

Since the reform and opening up,China’s economic construction has achieved remarkable achievements,but social construction is relatively lagging behind,various social problems gradually emerged,especially in the field of grassroots social governance,many problems need to be solved urgently,it seriously affected the daily life of the masses and social harmony and stability.Group organization is an important force in innovative social governance,it played an important role in safeguarding the rights and interests of the people and the overall development of service for a long time.However,with the changes of the times and the increasing diversification of the needs of the masses,the problems of group participation in social governance are gradually exposed.It is urgent to further strengthen the construction of group organizations and improve the participation of group organizations in social governance.It is urgent to further strengthen the construction of group organizations and improve the participation of group organizations in social governance.In July 2015,the Central Committee of the Communist Party of China promulgated the "Opinions on Strengthening and Improving the Party Group Work",proposing to support group organizations to participate in innovative social governance and maintain social stability.The 19 th National Congress of the Communist Party of China proposed to promote the focus of social governance to the grassroots level and play a good role in social organization.This provides a strong realistic basis and policy support for group organizations to participate in grassroots social governance and better play the role of group organizations.In 2015,Chongqing and Shanghai were identified as two pilot cities for national group reform,and Yubei District became one of the six pilot districts for Chongqing group reform.Since the pilot,the group organizations in Yubei District have done a lot of work in participating in social governance,providing a batch of reform experience and practice samples for comprehensively pushing out group reform.This paper starts with the research mechanism of group organizations participating in grassroots social governance,and takes the Yubei District of Chongqing as a case to summarize the main practices and experience of group organizations participating in grassroots social governance.Then,this paper analyzes the outstanding problems of the current group organization participating in grassroots social governance from the aspects of group function positioning,organization coverage,position construction and working mechanism.,and analyzes the main causes of problems.Finally,this paper proposes the countermeasures for group organizations to participate in grassroots social governance from the aspects of strengthening the group’s functional responsibilities,strengthening organizational coverage,innovative methods and methods,consolidating the grassroots foundation,and strengthening party leadership.
