Reseach On The Long-Term Governance Mechanism Of The Village Party Branch And Village Committee Officials' Involvement In Black Evil Force

Since the beginning of the campaign against black evil force,a number of organizations and "protective umbrellas" related to black evil force have been investigated nationwide,including cadres of the the village party branch and village committee.Statistics show that by September 25,2019,73,800 village Party organizations had been investigated and rectified for being weak and lax,and over 1,700 village Party organizations had been cleared of interference and infiltration by black evil force.It can be seen that the black evil force are gradually infiltrating into grassroots organizations and interfering with grassroots political power.However,in the governance of the basic-level party organization which interference and infiltration by black evil force,a lot of local party committees are coordinating role play is not obvious,the government functional departments performing functions does not reach the designated position,lack of social forces to participate in,the grassroots autonomy mechanism is not smoothly enough,especially in some places has yet to establish and improve the long-term governance mechanism of the village party branch and village committee officials' involvement in black evil force,leads to difficult to promote grassroots organizations cohesion,combat effectiveness.In view of the the village party branch and village committee officials'involvement in black evil force,it is necessary to establish a set of long-term governance mechanism.In reference,on the basis of the existing grass-roots social governance theory,based on the campaign against black evil force and black evil forces interference infiltration of grassroots regime situation and background,through literature research,field interviews and case studies,to J county,which work as the foundation,collect information from three problematic villages that existing the the village party branch and village committee village officials' involvement in black evil force,and comprehensive analysis of one of the most representative case,combing case the background,development and the harm,summarizes the governance measures and results,in the process of research on the problems and the insufficiency,To explore a long-term governance mechanism of the the village party branch and village committee officials' involvement in black evil force,further improve the system of villagers' self-governance at the grass-roots level,and promote the rule of law and social governance at the grass-roots level in rural areas.
