The adjustment of township administrative division has played an important role in promoting the development of new urbanization.It optimizes the allocation of urban and rural resources,accelerates the process of rural urbanization,boosts the small town development?Wenzhou City has made a all-around administrative division adjustments in 2011,which build a new pattern of metropolitan development.In this process,Pingyang County has also carried out a large-scale administrative division adjustments.It has changed the condition of unreasonable township structure,difficulty of administration and high cost of administration.This paper take the township management system as the research object,selects the Pingyang County as an example,studies the problems of the township management system in the background of two administrative division adjustments,which has some reference for the reform of township management system.This paper adopted literature analysis method and field research method,combined with work experience,after two times of administrative division adjustments of Pingyang County in2011 and 2016,sorted out and studied the grass-roots management system reform of Pingyang County.Pingyang County repositioned the functions of the township,incorporated the resident agencies into the localized management,increased the management levels,and adjusted the internal organization and staffing.In the process of the reform,some problems have arisen,such as the township function display insufficiency,very little has been achieved in the implementation of the reform of institutions,management mode of operation impeded,staffing not in conformity with requirements and so on.On the basis of the experience in the management system reform at home and abroad for reference,and using the new public service theory,this paper gave some advices,including strengthening the party construction,intensify the building of administrative service center,to carry out the internal institutions reform,straighten out the relationship between the layers of management,improve the quality of civil servant.It could quicken the transformation of the functions of township governments,set up the service-oriented government,and improve people's happiness.It has seven parts in this paper.The first part is the introduction,which introduces the background,purpose,significance and domestic and foreign research review,etc.The second part is about the theoretical basis of thetownship management system it also explores the inherent relation between them.In the third part,it introduces the present situation of township grass-roots management system reform after Pingyang County administrative division adjustment.The fourth part is about the problems and the causes.The fifth part is about the experiences of the reform of township management system at home and abroad.The sixth part puts forward some suggestions about the reform of township management system.The seventh part is conclusion.
