A Force Field Framewore Of Poverty Alleviation Assessment And Countermeasure In Mobilized Governance

In order to build China into a moderately prosperous society in all-round way,the Communist Party of China stated in its 18th and 19th National Congress work reports that we Chinese will lift all rural poor,impoverish counties out of poverty and eliminated absolute poverty by 2020.Local government,especially grass-root government faces huge pressure to achieve this goal.As deepening of poverty alleviation,the pressure of local government is increasing day by day.So they take action to response poverty alleviation policy in another way.However,Development Organizing Committee of the State Council is eager to know true information about poverty alleviation,they appoint third-party agencies to evaluate local performance,and the result of evaluation will directly determine the effectiveness of local poverty alleviation.Through visiting poor counties in Jiangxi,interviewing members of poverty alleviation assessment and local government employees in Hebei,Hubei,Qinghai ect,this paper built a force field framework to explore behavior strategy of local government when they faced third-party assessment.We found that,central will,vertical pressure,horizontal competition between local government and local employee's expect cause countermeasure.Local government exert abilities to capture discretion of third-party and dispel the objective of assessment by building relationships.Guaranteeing independence of the evaluation agencies,challenge system,social supervision and discipline requirements is useful to minimise the effective of anti-assessment and ensure objective and fair result of poverty alleviation evaluation.We believe force of countermeasure can be effectively weakened by balancing the right of local government,developing public service motivation of local employees and improving management system and work style of third-party.We also suggest media and citizens should be invited to participate in supervising third-party's assessment.Besides,balancing power and rights,promoting local cooperate governance and increasing internal supervision can effectively prevent countermeasure.
