Research On The Participation Of Social Forces In Community Correction

The practice of community correction in China began in 2002,first in Beijing,Shanghai and other cities for pilot,and then in 2009 began to implement the criminal policy of combining justice with mercy.Community correction enables the community correction object to return to the society for self-improvement through the help of government departments,communities,social groups,social volunteers and family members on the premise of not separating from society and life,so as to realize the re socialization of criminals.It is very common for social forces to assist the community correction work in practice at home and abroad.Many western countries benefit from the development of civil organizations and active volunteer groups,and the participation of social forces is extensive.The way of participation of social forces in several advanced cities of community correction in China is mainly reflected in the recruitment of full-time social workers by the government and the purchase of services by the government.In addition,social volunteers also play a certain role.However,from the perspective of the practice of community correction in China,the promotion effect of social forces on community correction is limited,and the role of education and assistance is not fully played.Based on social capital theory,cooperative governance theory and current community correction laws and regulations,this paper analyzes the current situation of social forces' participation in community correction in District j.by using semi-structured interviews,participatory observation and other research methods,The author thinks that there are some problems in the current community correction work of J District,such as the institutional failure of social forces participation,the lack of legal support for social forces participation,the lack of platform for social forces participation and the subjective obstacles of social forces participation,and analyzes the reasons.This paper compares and analyzes the models of social forces participating in community correction in countries with early start of community correction and the successful practices of domestic advanced cities,and summarizes the experience of social forces participating in community correction at home and abroad.Finally,the author puts forward corresponding countermeasures and suggestions in strengthening the legal protection and system design,guiding the diversified development of social forces,and constructing the pattern of active participation of social forces,so as to help the practice of social forces participating in community correction in District J and similar areas.
