Problems And Countermeasures Of Social Forces Participating In Community Correction

China’s community correction work has been piloted since 2003,with the goal of implementing community correction for eligible offenders in accordance with the law,eliminating their possible recidivism factors,facilitating their smooth return to society in a socialized and open environment,and maintaining social harmony and stability.As a non-custodial criminal enforcement method,socialization is its basic nature,highlighted by the fact that community corrections work requires strong participation of social forces,which also directly determines whether the goals of community corrections work can be achieved.The current laws and regulations on community correction contain general provisions on the participation of social forces,but there are no detailed provisions on how social forces should participate,and there are many controversies and questions in practice,focusing on the composition,scope of responsibility and role of social forces.In this paper,taking the theory of restorative justice,social governance theory and social support theory as the theoretical basis,taking Gaoqing County as the research object,stating the current situation of community correction work in the county,and summarizing the shortcomings of the current participation of social forces in community correction work in Gaoqing County through questionnaires and field interviews,highlighting the low initiative of social forces in participation;insufficient breadth and depth of participation;insufficient participation capacity etc;further analyzing the existence of the problems The reasons for the problems are : insufficient government attention and lack of social awareness;imperfect laws and regulations and unsound participation mechanism;insufficient social power and lack of management platform.By comparing and analyzing several typical models in China and abroad,we put forward suggestions and opinions for the actual work in Gaoqing County:first,to improve the social awareness of community corrections;second,to formulate policies and regulations that keep pace with the times;third,to expand the involved team and build a management platform;fourth,to strengthen education and training to improve the ability to participate.In turn,we hope to promote the in-depth development of social force participation in community correction work in Gaoqing County.
