As globalization deepens,exchanges between countries around the world have become closer.In today's complex international political environment,the increasing number of global public issues requires cooperation from countries all over the world.The theme of international relations is gradually shifting from conflict to cooperation.In terms of the choice of hard power and soft power,countries are more inclined to choose soft power,which can enhance its influence at a much lower cost.Therefore,the importance of soft power theory is gradually highlighted.After taking office,the Obama administration re-emphasized the role of soft power in its diplomacy,using soft power as an important tool to enhance national influence,and implemented a number of policies in its diplomacy towards China to apply soft power.This article is based on Joseph Nye's theory of soft power.The research purpose is to analyze and evaluate the effects of soft power by exploring and summarizing the use of soft power in the Obarna administration's diplomacy towards China.This article consits of five parts.Chapter 1 reviews Joseph Nye's theory of soft power,identifies the definition and characteristics of soft power,resources,strategies,and evaluation indicators of the effect of soft power,and designs the analysis framework of the article on this basis.Chapter 2 analyzes and evaluates the culture and values and the foreign policy used in the Obama administration's public diplomacy towards China.Chapter 3 analyzes and evaluates the values and the foreign policy used in the Obama administration's bilateral diplomacy towards China.Chapter 4 analyzes and evaluates the international systems,the values and the foreign policy used in the Obama administration's multilateral diplomacy towards China.This article concludes that the culture and values,the implementing style of foreign policy,and the influence in international systems of the Obama administration's diplomacy towards China ultimately determine the actual effect of its soft power.In the Obama administration's public diplomacy towards China,the culture and values promoted by the Obama administration are attractive but the attractive effects cannot be sustained.Foreign policies that lack legitimacy and moral authority fail to increase the Chinese people's sense of acceptance.In its bilateral diplomacy towards China,the concept of dialogue and cooperation advocated by the Obama administration has promoted the unification of the United States and China in their concepts and behaviors.In the eyes of the Chinese government,its foreign policy has legitimacy and moral authority,and thus soft power functions effectively.In its multilateral diplomacy towards China,the Obama administration has strong influence within the G20,and in the eyes of the Chinese government,its diplomatic behavior has legitimacy and certain moral authority,which has increased the attractiveness of foreign policy and enabled the Obama administration to achieve policy objectives to a certain extent.In addition,the Obama administration's influence within ASEAN enables it to intervene the South China Sea issue,but the idea of freedom of navigation in the South China Sea promoted by the Obama administration can not be accepted by Chinese government,and its diplomatic behavior has weak legitimacy and weak moral authority,which makes the Obama administration failed to enhance the attractiveness of its foreign policy.
