Diplomats play important roles in the diplomacy of a country,affecting virtually the implementation and effectiveness of foreign policy.An ambassador is a high-level diplomat who is sent by a sovereign country to another sovereign country or an international organization as an official representative.After 21st century,Chinese diplomacy has entered a new stage of development and has participated in the international system and international affairs with a more active attitude.Economically,China continues to deeply participate in economic globalization,and its trade cooperation with other countries is getting increasingly closer.In terms of personnel exchanges,a large number of Chinese citizens have gone abroad,and the demand for consular protection has continued to increase.These changes pose new requirements and challenges to the work of ambassadors.Throughout the previous studies on Chinese diplomacy,most of them focus on diplomatic theories,history or a specific topic.There are few researches on Chinese ambassadors.This essay introduces the theory of competence in human resource management and analyzes the competence of Chinese ambassadors,combined with the practice of Chinese diplomacy.This research helps to understand the roles of Chinese ambassadors in Chinese diplomacy and fills the academic gap in the study of Chinese diplomacy.Also,it also provides a direction for young people who want to build a career as a diplomat.In order to draw a conclusion,this essay selects the interviews in mainstream media and published books of 33 Chinese diplomats who have served as ambassadors in the 21st century and use MAXQDA2018 to conduct a qualitative analysis to obtain the competence of Chinese diplomats.To better understand the analysis of Chinese ambassadors,this research first analyzes the organizational structure of Ministry of Foreign Affairs of China,the recruitment of diplomats and the dispatch of ambassadors by using a literature analytic method.Then,it introduces the global background of Chinese ambassadors.Through the analysis of interview materials,this essay extracts 19 critical incidents such as safeguarding national sovereignty and interests,maintaining close contact with the senior officers of the host country,promoting economic and trade exchanges,carrying out consular protection and receiving the medal of honor from the host country.Among them,carrying out consular protection is the most frequently mentioned event.In the analysis of competence of ambassadors,there are 18 competencies,for example,professional knowledge,organizational capability,relation building,initiative and service spirit.This paper learns from the classification method of the iceberg model to classify the above competencies into six categories:knowledge,skills,social roles,self-concept,traits and motives.Knowledge and skills are competencies above the iceberg that are easily observed.The last four items are below the iceberg,which is not easy to observe and be influenced by the outside.Knowledge and skills mainly include professional knowledge,organizational capability,interpersonal communication,writing skills and strategic thinking.Social roles,self-concept,traits and motives mainly include impact and influence,service spirit,relation building,dedication and achievability.Competencies that are not easily observed,namely social roles,self-concept,traits and motives,are more important,accounting for 70.3%.Their proportion are much higher than the proportion of knowledge and skills.Among competencies below the iceberg,relation building,impact and influence,and service spirit are the three most important competencies.The above analysis results are closely related to the rapid development of China's diplomatic relations in the 21st century,the further promotion of the concept of "diplomacy for the people" and the emphasis on consular protection.
