Research On Social Assistance For Ex-prisoners In Tongliao City

People released from prison are a special kind of social marginal group,and have shown a gradual increase in recent years.Because of the influences of criminal conviction,people released from prison are generally faced with difficulties in employment and social integration,which affects the stability and development of society to a certain extent.To prevent and reduce recidivism,help those people who is released form prison back to society,achieve effective local governance,social assistance for people released from prison has become a hot issue of concern to local governments.Under the background of strengthening and perfecting the construction of social governance system and social security system,how to prevent recidivism,helping them to successfully return to society,poses new challenges to all level government's local governance and management capabilities.This article is based on social governance theory and social security theory,through field research,questionnaire and other methods to analyze and summarize the current situation of social assistance for prisoners released in Tongliao City,in the five aspects of the guarantee of the rule of law,the participating subjects,the content of the rescue,the system construction and the understanding of the rescue work,it raised the problems of social assistance for the prisoners released in Tongliao city,and in-depth analysis of the reasons behind it.On the basis of learning from good practices in China and abroad,proposed solutions has been designed to be suitable for the local situation.From the perspective of perfecting the guarantee of the rule of law,expanding the participants of social assistance,enriching the content of social assistance,innovating the way of social assistance,improving the awareness and investment of assistance,Innovatively put forward suggestions in improving the social assistance mechanism for people released from prison in Tongliao city,and serves as a reference for local governments to solve social problems such as employment placement and return to society for ex-convicts.
