Research On The Existing Problems And Countermeasures Of Placement,Assistance,and Education For Female Prisoners Released In S Province

If released prisoners do not receive proper placement and management after returning to society,they will become hidden threat for a harmonious society.In recent years,the number of female ex-convicts has been increasing annually.This group generally faces employment difficulties and social integration problems due to the superposition of the dual identity of "female" and "ex-prisoner".Research on the issues related to the placement,assistance,and education for ex-prisoners is crucial for promoting their employment,building a harmonious society,and enhancing the development of a social governance system.The work of resettlement and assistance includes a series of resocialization education and training during incarceration,as well as placement and employment assistance following release.Each of these aspects affects the well-being and social adjustment of the released prisoner upon his return to society.This paper takes the social reintegration of female inmates after release from prison as the starting point,conducts research on the placement and assistance work for 235 female ex-prisoners who have been released from the S Province Women’s Prison through questionnaire surveys,interviews,etc.,to investigate the current situation of placement,assistance,and education work for female ex-prisoners.Then summarizes the problems and reasons in placement,assistance,and education work for female ex-prisoners by analyzing research data.Guided by theories such as the new public service theory,the holistic-governance theory,combined with the current actual situation in S Province,this paper proposes that the government should change its governance concept for female ex-prisoners from "management" to "service." Then,puts forward countermeasures and suggestions to promote effective placement,assistance,and education for female ex-prisoners,such as optimizing the system construction centered on the service concept,constructing a coordinated overall governance system,building a service system with broad social participation,and improving the government’s guarantee mechanism from aspects of funding,service teams,and placement and assistance venues.
