Research On Dynamic Network Governance Of Civil-military Integration Collaborative Innovation Project

Civil-military integration,as the entry point of China's economic transformation in the new era,has attracted much attention for promoting more extensive and deeper collaborative innovation and has become a hot spot in the industry and academia.On the basis of the collaborative innovation development of government,industry,university and research institute,the civil-military integration project extends the collaborative innovation to the field of national defense science and technology industry,making the participants more diversified.It crosses the boundary between traditional military and civilian technologies and products,and obtains and utilizes knowledge and innovative resources inside and outside the project network by the collaborative interaction and deeping the integration of military and civilian subjects.In this new form of network organization,project governance is particularly important for promoting the success of the project.Therefore,this article on the basis research of characteristics of the collaborative innovation and project management,based on project management of network governance perspective,analysis the network structure and the network life cycle of civil-military integration collaborative innovation project,set up it's dynamic network governance model,and put forward the model of network governance under the different stages of the project life cycle.The dynamic network governance model is applied to the civil-military integration project of ZD fire system.Through the above studies,the following conclusions can be drawn:1.By deeply research on the theory of project governance and network governance,combined with the basic attributes of network and project life cycle,the network life cycle of the civil-military integration collaborative innovation project is defined as: initial civil-military integration period,the deep civil-military integration period,and civil-military integration maintenance period;By the research of network structure theory,three dimensions of network structure are determined,network position,relationship and role,and an index analysis system is established.By the research of relationship between project network structure,project life cycle and network governance mode,dynamic network governance model of the collaborative innovation project based on civil-military integration is built,and give the project governance mode under the network life cycle,shared governance,multicenter core members governance,third party governance mode.2.By the analysis of the civil-military integration project "ZD fire protection system based on WRJ",the model in conclusion 1 is applied.Use the SNA index analysis on the network density,centrality,structure hole and core edge and evaluate the network governance model during the initial civil-military integration period,the deep civil-military integration period,and the degeneration period of civil-military integration.The optimization strategies and environmental construction suggestions are put forward,such as reducing the overall central difference of the network and encouraging new key nodes to join,optimizing structural holes,strengthening the connection between peripheral and core nodes,appropriately reducing the centrality of some nodes,weakening or eliminating the connection of bridges in the network,and introducing new platform nodes.The conclusion of this study is a depth study and supplement of the civil-military integration collaborative innovation project governance,which has important theoretical value and practical value.
