Yunnan prison has entered the key period of transformation development and leaping development under the historical background of "the 13th five-year" planning.Great changes have taken place in prison in the aspects of criminal structure,regulatory environment and regulatory system etc,which brings unprecedented challenge to prison work.One standardized,specialized and professional prison police team with firm belief and idea of law enforcement for people is an important organization guarantee to transform the challenge into opportunity and change the pressure into motivation.Due to the particularity and closeness of prison work,the management of police team in most prisons in Yunnan focuses on simple personnel management,which has more hierarchies and lacks management system of scientific system.Long-term operation in this way may decrease the team morale,decrease the efficiency and impede the further development of prison.Therefore,it is a new demand and new mission for construction of prison police team endowed by the new era to know how to allocate police resource effectively,combine develop target of prison and growth of policeman organically and form a police resource management system with high efficiency,harmony and sustainable development.For the new demand of constructing police team in the new period,this paper has taken S prison in Yunnan province as example,adopted field investigation,questionnaire,system analysis and other research methods,analyzed the existing problems and reasons deeply based on the research ideas of "understand problem-discover problem-analyze problem-solve problem" and by combining the current management situation of police team in S prison,introduced related theories of human resources management in public department,found specific ways to solve problems,proposed feasible optimization measures by starting from aspects of police team classification management,incentive system,performance evaluation and education training institutions etc,put forward some feasible measures,optimized allocation of police resource practically and made it play the maximum utility to serve prison work;at the same time,improved standardized,specialized and professional construction of S prison police team in a further way,improved law enforcement level of S prison police and promoted S prison transformation and leaping development comprehensively.
