Public Service To Protect The Villagers' Economic Interest In Urban Village Reconstruction:A Case Study Of Lucheng District,Wenzhou

Urban Village Reconstruction is a major part of urbanisation in China,it‘s common to see some cities renewing the villages by reconstruction,others taking to remodel the houses.The key to success for the Urban Village Reconstruction is how to protect the villager's economic interest.The government should to provide quality of public service to protect the villager's legal interest as a policy maker or public service provider.This paper takes the case of urban village reconstruction in Lucheng District of Wenzhou City as the research object,analyses the current situation of urban village reconstruction,expounds the composition of economic rights and interests of groups involved in variety,analyses the causes of the damage of villagers' economic rights and interests,and puts forward solutions to the problem of villagers' identification and the recognition of housing legitimacy.At last,the author puts forward the suggestions how to provide better public service to the villagers,which has an important significance.This paper uses the new public management theory and social governance theory,through literature search,survey,case analysis and other research methods,to study the case of urban village reconstruction in Lucheng District of Wenzhou City.Through reading the relevant literature,the author understands the inevitability of the transformation of villages in cities with the progress of urbanization.Consequently,the protection of villagers' economic rights and interests under different transformation modes has become universal and urgent.By analyzing the causes of the damage of villagers' economic rights and interests,this paper puts forward targeted countermeasures,which eases the long-standing resistance of villagers to urban village reconstruction,solves the problems of villagers in urban village reconstruction,and further promotes urban development.
