Civil servant incentive mechanism is an important part of the human resources management mechanism of the government,among which promotion incentive is the most effective incentive means.Promotion incentives can achieve good results,not only conducive to the development of civil servants themselves,enhance the enthusiasm of civil servants,but also benefit the effective operation of administrative organization.In government organizations with smooth personnel system,promotion is a common phenomenon,but in organs with chaotic system and complicated personnel structure,the promotion opportunities of civil servants will be affected to some extent.Many municipal and County independent port departments have such problems in personnel system,which leads to narrow promotion channels and slow promotion of civil servants,which has a negative impact on the enthusiasm and work efficiency of port cadres,and even on the overall achievements of coastal development.Based on the above problems,after consulting the relevant literature,it is found that there are few studies on the promotion mechanism of civil servants in municipal independent port departments in the theoretical circles.Therefore,this paper takes Y City Port Authority as an example to study the actual situation of promotion of civil servants in municipal independent port departments,and to analyze the existing problems and its causes.In order to improve the enthusiasm of the cadres and staff in the coastal port system and better serve the local coastal development,we should explore and establish a more scientific,reasonable and operational promotion mechanism.At the same time,we hope to provide reference for the promotion management of government departments with similar status quo.The research results of this paper are mainly manifested in two aspects: first,through the analysis of the status quo of the promotion of the civil servants of the Y City Port Bureau,it is concluded that there are five major problems in the promotion of the civil servants of the Y City Port Bureau,such as a phenomenon of seniority in promotion,the gap in promotion space between different posts is large,the fairness of the promotion process is insufficient,lack of scientific basis for promotion evaluation,and the quality of the civil servants cannot meet the requirements of promotion,also the causes of these problems are analyzed.Secondly,in view of the problems existing in the promotion of civil servants in Y City Port Bureau,this paper conceives the improvement of the promotion mechanism of civil servants in independent port departments at the municipal level,and puts forward the following suggestions:rectifying the phenomenon of mixed posts,strengthening the mechanism of personnel flow and competition,grasping the promotion,establishing a scientific evaluation system for promotion,and strengthening multi-level training.It will provide reference for other municipal independent port departments to establish a scientific and reasonable civil servant promotion management system.
