The research takes incentive system for civil servant in basic-level government department as major subject,with relevant theory and knowledge,to investigation and analyze the common job-burnout among basic-level civil servant.It takes multiple stands to consider comprehensibly,exploring essential reasons accounting for the incentive system losing efficacy on basic-level civil servant.Based on outstanding department management from other countries and domestic excellent models,the dissertation aims to reform relevant system,equip basic-level civil servant with more professional incentive,and avoid job-burnout arising.This dissertation is divided into six chapters to explain relevant arguments:The first chapter is the preface/introduction,to interpret the era background,foreign research outcome and basic framework adopted in the research.Also it explains with-details the purpose and social significance on the research.The second chapter is to introduce basic concept and relevant theory,of which the major part is on explaining and distinguishing incentive and incentive system,civil servant and basic-level civil servant.It also studies and analyses significance of incentive system,bureaucratic theory,and innovation on basic-level civil servant incentive.The third chapter is to investigate the subject,for pre-analyzing burnout among basic-level civil servants.It combines questionnaire design and outcome analysis,to make research conclusion.The forth chapter is the important part of research,to introduce phenomenon of incentive system losing efficacy on basic-level civil servant.It also analyses reasons accounting for the phenomenon,in-deep explaining essential reasons why the incentive loses efficacy.The fifth chapter is to bring-up feasible comments and recommendations,based on reasons accounting for the losing-efficacy.The author calls for every effort from society,with corresponding system foundation,to solve problem of basic-level civil servant burnout.The purpose of the chapter is to give reference on government development and innovation measures.The sixth chapter is epilogue,to conclude and summarize the dissertation and to analyze research conclusion and outcome.Future research direction and insufficiency is also given in this chapter.
