The world has entered a new stage in the era of globalization,so that China is facing challenges from the breadth and complexity of political,economic,cultural,social,and ecological issues.These challenges urgently require the government to comprehensively shift from management to governance,from simple governance to refined governance and networked governance.Civil service are the main body participating in the governance of the state.Therefore,the actual needs put forward the reform requirements of the current civil servant system.To this end,China has begun a new round of civil service reform.In this regard,academic research should be carried out to learn from the reform and practice of foreign civil service system.However,in the field of the promotion system of civil service in China,there are a lot of gaps in the academic research on the system and international comparative studies around the system.In addition,since 2018,the government has taken action at the organizational and legal levels.In this context,the existing problems of the promotion system of civil service in China have been largely resolved,but new practical problems have not been exposed yet.Based on the text of the promotion system of civil service in China and the construction of a comparative framework of the promotion system,this paper makes a multidimensional comparison between the promotion system of civil service in China and Singapore.Through comparative analysis,the author finds out the similarities and differences between the two countries' systems and the possible deficiencies in Chinese system design,in order to learn from Singapore's experience,obtain the beneficial enlightenment for the reform of the promotion system of civil service in China,and explore suitable practical paths for the reform of the promotion system of civil service in China.In addition to the introduction,the body of the paper consists of three parts.The first part explains the core concepts of the promotion system of civil service and the theoretical basis of the thesis.The author analyzes and defines the concept of civil servant used in China and the concept of civil servant used abroad,and then clarifies the meaning of civil servant in this article.Based on this,the author starts with the definition of civil servant promotion and the promotion system of civil service in the academic circle,analyzes and defines the concepts of civil servant promotion and the promotion system of civil service with the help of dictionaries and dictionary tools,and clarifies the research object of this article.The content-based management motivation theory and Peter's principle provide theoretical support and methodological guidance for the research of this article,which makes the research scientific.The second part makes a multi-dimensional comparison between the promotion system of civil service in China and in Singapore,and discusses the enlightenment of the Singapore system to China.Based on the comparative framework of the promotion system of civil service,the author compares the system in the two countries from seven aspects: management organization,promotion principles,promotion conditions,promotion methods,promotion procedures,guarantee mechanism and appeal mechanism.The author analyzes the systems and system design concepts of the two countries,finds the similarities and differences between the two countries and the possible shortcomings in the system design in China,and obtains enlightenment with a view to providing reference for civil service system reform in China.The third part analyzes the practice paths of the promotion system of civil service in China based on the experience of Singapore.Based on a comparative study,the author proposes that China should reform the promotion system of civil service from the following two practice paths: First,promote the optimal allocation of civil service.Second,strengthen the protection of promotion rights and interests of civil service.In addition,from the perspective of the development of information technology,the author looks forward to the future and trends of the promotion system of civil service reform in China.In the context of China's new round of civil service reform,the author hopes that the research results of this article will have certain reference significance for improving the promotion system of civil service in China.
