Research On Problems And Countermeasures Of Police On-site Law Enforcement In Y City

The Nineteenth National Congress of the Communist Party of China put forward the historical conclusion that socialism with Chinese characteristics has entered a new era.At the same time,it also pointed out that the main contradictions in our society have been transformed into the contradiction between the people's growing need for a better life and the unbalanced and inadequate development.With the advancement of reform and economic development,new social risks and contradictions are constantly emerging.As the first line of defense to resolve social risks and contradictions,public security organs maintain social stability,manage social order,prevent and combat crimes by carrying out corresponding law enforcement activities.In recent years,the problems of unfair law enforcement,illegal law enforcement and selective law enforcement in law enforcement by public security organs have reduced the prestige of the police and the credibility of public security organs,and affected social fairness and justice.In the process of law enforcement,the police often encounter interference in law enforcement,violent resistance to the law,attacking the police and so on,which has aroused widespread concern and heated discussion on the Internet,deepened the contradiction between the police and the people,and damaged the law enforcement authority of the public security organs.Y City of S Province is located in Southwest China,with backward infrastructure and underdeveloped economy.There are some problems in local public security organs,such as weak foundation,slow progress of reform and low efficiency of police operation.The problems existing in the on-site law enforcement of public security police are prominent and representative.Based on the theories of administrative rule of law and policy implementation,this paper studies the existing problems and causes in the on-site law enforcement of the public security police in Y City by means of observation,literature analysis and visiting investigation,and puts forward solutions.It is helpful to speed up the construction of public security in Y City,improve the ability of law enforcement and promote the administration according to law.Through the analysis and summary,the main problems of the on-site law enforcement of the public security police in Y City are: insufficient on-site law enforcement ability,nonstandard part of law enforcement behavior,frequent interference of law enforcement behavior,weak response to public opinion on the spot;the specific causes include: imperfect law enforcement basis,insufficient construction of law enforcement ability of the public security,lax management of law enforcement team,occupation of law enforcement resources by non police activities,and the awareness of the masses of law enforcement In view of the causes of the problems,combined with the actual situation of the public security organs in Y City,and drawing on the advanced experience of other cities,this paper puts forward to improve the basis of law enforcement,promote the construction of law enforcement capacity of public security organs,strengthen the management of law enforcement teams,and create a good environment for public security law enforcement.
