The Study Of "On-site Supervision" In The Process Of Policy Implementation

The report of the 19th National Congress of the Communist Party of China pointed out:The overall goal of comprehensively deepening reform is to improve and develop the socialist system with Chinese characteristics and promote the modernization of the national governance system and governance capacity.Supervision is an important part of the national governance system and an important way to improve governance and governance.The party and the state have always attached great importance to the supervision work.Whether in the revolution,construction,or reform of different historical periods,the supervision work played an important role in promoting the implementation of the national policy.General Secretary Xi Jinping attaches great importance to the supervision work,and has repeatedly emphasized the "empty talk about the wrong country,the actual development of the state","one point of deployment,nine points to implement."Supervision is an important means to promote policy implementation and decision-making.Leaders' attention is a scarce resource in policy implementation.Leaders at all levels have adopted the“on-site supervision" of the lower-level departments to sink scarce resources through effective means to the front line of policy implementation and promote effective implementation of policies.This paper uses the participatory observation method,data analysis method,interview method,etc.to conduct an in-depth analysis of "on-site supervision".Firstly,it expounds the background,significance and research status of the topic,and sorts out the relevant concepts and theoretical foundations of "on-site supervision".On this basis,it analyzes the "on-site supervision" through propaganda policies,coordination of interests,supervision and evaluation policies.To promote the function of policy implementation.Combined with the author's Quancheng Road Sub-district Office in Jinan City,from the perspective of the object of supervision,focusing on the "on-site supervision" operation mechanism,pointed out that the results of the "on-site supervision" show a prominent tendency,the supervision function is weakened;policy implementation The impact of pre-positioning,the function is not balanced;the supervision before the work is tight,the supervision of the rhythm is unreasonable and so on.From the external cultural system,the "on-site supervision" mechanism itself,and the stakeholders,the crux analysis of the "on-site supervision" promotes the obstacles to policy implementation.Finally,from the aspects of constructing a good political culture and institutional guarantee environment,optimizing the "on-site supervision" working mechanism,and enhancing the effective participation of stakeholders,the countermeasures and suggestions for improving the "on-site supervision" work are proposed.
