The Implementation Of Public Policy Oversight Mechanisms

The analysis of public policy is a dynamic process, which includes constituting the public policy,implementing the public policy and so on. It is a watershed in the middle of 1970s for public policy, for most of the experts and scholars focused on the constituting of public policy before that time, while many people found out the result of public policy is more restrained by the public policy implementation, though it is related with public policy constituting more or less. Therefore, the barycentre of study on public policy analysis is gradually changed from public policy constituting to public policy implementation. Besides, the latest study on public policy implementation turns to the supervision mechanism of public policy implementation, which is helpful for the health,high efficiency of public policy implementation and combating corruption.The main body of the paper has been carried out from analysing the meaning of the supervision mechanism of public policy implementation. It suggests that policy should carry out the thought of supervision mechanism from "Five parts in a whole" angle to structure the mechanism. The full text is divided into six parts: Part I mainly analysing the document of the supervision of public policy implementation; Part II has done certain analysis to that thought origin and necessity that the public policy implementation supervision; Part III is about the likelihood analysis of the implementation of the supervision in the China. Part IV expects being helpful on public policy implementation supervision in China by learning the experience of the international public policy implementation supervision; Part V is about the gap of China's real status of public policy implementation supervision and theoretically status; Part VI is about the conclusion of the paper.When analysing the supervision mechanism of public policy implementation , the author believes that the implementation of supervision of public policy is a complex dynamic process, it is necessary to establish and improve the implementation of supervision mechanism of public policy, we must strengthen supervision of public policy framework for the implementation. Especially, the framework is necessary to improve the supervision of construction, that is, "Five parts in a whole" framework for the supervision, they are the main public policy implementation supervision, monitoring the implementation of the object of public policy, public policy oversight of the implementation of the social environment, the implementation of evaluation system of public policy, public policy implementation responsibility system. And it emphasizes the importance of the decentralization of power in the framwork.
