Research On Open Government Data Privacy Risk Control Strategy In The Perspective Of Data Life Cycle

In today's big data era where data volume is exploding,better use of data can generate great social and economic benefits.As the largest data occupier and publisher,the government has great potential to use data,and it plays a major role in enhancing international status and boosting national power from all aspects.At this stage,more and more countries are beginning to focus on the construction of government data.The open government data movement has also become an important dimension in implementing the national big data strategy.In the process of opening government data,the ultimate goal is to create more value by using the data we have.However,in this process,how to prevent and control personal privacy risks,the re-identification of data,the lack of support and constraints of laws and regulations,and the lack of special personal privacy protection agencies for supervision are all urgent problems.Through literature research and case analysis,the author consulted literatures and learned from the development experience of the United States,Britain,Canada and other countries.Firstly,the author analyzed the risks and practical harm in the process of opening government data from the perspective,subject,content,method and system.In each stage,the privacy risks in open government data are analyzed separately.In view of the existing risks,relevant personal privacy risk strategies are summarized in the aspects of law and policy making,institution setting and privacy protection technology.According to the specific conditions of our country,the author also puts forward some suggestions for the privacy protection in the process of opening government data.Protecting personal privacy in the process of opening government data is conducive to the establishment of an open and transparent service-oriented government.At the same time,while the country makes progress,the public can also gain benefits in education,medical care,science and technology,finance and other aspects of people's livelihood in the process of opening government data.
