On The Construction Of Township Government’s Governance Ability-investigation

In the new era,the 19 th National Congress of the Communist Party of China put forward the implementation of the Rural Revitalization Strategy,made a major strategic plan for the priority development of agriculture and rural areas,and put forward new goals and general work requirements,which has far-reaching practical significance for the development of socialism.However,in the implementation of specific national policies and strategies,governments at all levels do not have sufficient governance capacity in reality,can not give full play to government functions,and fully implement the national policy of benefiting the people.Therefore,in the current social background,it is urgent to find out the reasons for the defects of the governance ability of all levels of government,and put forward targeted suggestions to effectively enhance the governance ability of government.Under the background of the construction of government functions and the strategy of Rural Revitalization in the new era,aiming at the problem of township government’s governance capacity,this paper starts with the actual cases,adopts the methods of literature collection and field survey,and issues questionnaires to deeply understand the specific situation of the construction of township government’s governance capacity,and makes a detailed analysis and discussion of the following contents.The main content includes four aspects: analyzing the basic concepts and theories of the government’s governance ability,clarifying the function orientation of the township government in the rural revitalization,analyzing the problems and causes of the construction of the township government’s governance ability in the Rural Revitalization Strategy,and building the basic governance ability of the township government in the Rural Revitalization Strategy.From the results of the survey,we find that there are some common problems in the governance ability of township governments at this stage: the first point is that there is a general problem of unclear function positioning,the township government’s subdivision of the corresponding functions of relevant laws and regulations is not specific enough,the local organization law of the survey Township only makes provisions for its law enforcement principles,and does not make clear provisions in other aspects.The second point isthe weak capacity of public service.Most township residents think that public servants are less trained,lack of professional skills and have lower capacity.The third point is the problem of opaque decisions.The public does not have much chance to participate in policy decisions.Most of the time,the key leaders has the final say.The fourth point is that the ability to deal with the crisis is insufficient.The township government does not have enough financial and human resources to deal with the emergency.In view of the above problems,this paper puts forward some corresponding solutions based on the actual investigation.First,it is to enhance the government’s economic service capacity,mainly to expand the channels of financial sources,optimize the government’s financial structure and establish a complete supervision system.Second,it is to enhance the government’s social service capacity,through a series of measures such as restricting the government’s power and appropriately delegating power to enterprise management,We should change the image of government managers to that of service providers so as to provide more services for the society.Finally,we should enhance the ability of government management and service,strengthen the ability of township cadres and the service consciousness of public servants around the strategy of township revitalization.In view of the above problems,this paper puts forward corresponding solutions around the theme of rural revitalization,in order to provide theoretical support for the construction of grass-roots governance capacity of township government in China.
