Under the background of service-oriented government construction,new requirements are put forward for the efficiency of public service supply.As the smallest unit in the public administration department,civil servants play the role of connecting the government and the masses.Whether civil servants can provide public services with high quality and efficiency is one of the key factors to determine whether the public is satisfied with the government.However,at present,the administrative environment faced by the tax system at the grassroots level has been greatly changed with the development and reform of The Times and society.In addition,from the administrative means,the function,concept,management process,and many other respects,the grass-roots management of the tax system also appeared a lot of change,facing serious challenges,how to make the grass-roots tax department have higher administrative capacity,explore corresponding to their administrative requirements of grass-roots civil servants incentive mechanism,has become an important task to be solved.Based on the above background,based on equity theory,new public service theory and leadership science theory,this paper uses literature research and interview method to study the basic situation of the incentive mechanism of civil servants in the cullen banner tax system from the aspects of status and effect.It is found that there are obvious problems in the incentive mechanism of civil servants in the cullen banner tax system,such as insufficient incentive strength,insufficient application of performance appraisal results,unreasonable hierarchical incentive system,and inadequate implementation of annual appraisal.I think the causes of the problems are mainly composed of three aspects: system,civil servants themselves and the society,and the corresponding Suggestions and countermeasures are put forward: correctlyunderstand the importance of the incentive system,establish and improve the incentive mechanism and effectively implement the operation,rationally apply the negative incentive method and pay attention to the personal development needs of civil servants.It is hoped that this research can form a grassroots public servant team made up of top-notch talents,through the construction of the incentive model and operation mechanism,and seek conformity with changes of the local government functions.In this way,the incentive mechanism can find efficient applications among civil servants,and boost effective supply of public services.
