The issue of"agriculture,countryside and farmers" is a fundamental issue related to the national economy and people's livelihood.The system of assigning the first secretary is a bold exploration to solve the problem of "agriculture,rural areas and farmers".The system was first attempted by Nanping City,Fujian Province,and was fully implemented throughout the country after initial results.With the implementation of the system,the performance of rural organizations is also gradually improving.Some scholars have noticed this phenomenon,and think that there may be some relationship between the system of sending the first secretary and the construction of rural organizations.However,at present,most scholars still focus on the examination and management of the First Secretary.There are few studies on the relationship between the appointment of the First Secretary and the performance of village-level organizations,and only stay in a single field,such as poverty alleviation,the construction of the Party and so on.Based on the advantage that Nanping is the first pilot city to send the first secretary working mechanism,this paper takes Wuyishan City in Nanping as an example to explore the impact of the first secretary working mechanism on the performance of village-level organizations by means of quantitative research methods.The article regards 26 villages in Wuyishan City which implement the system of sending the first secretary as the experimental group,and chooses 26 villages which have similar conditions but have not implemented the system as the control group.Then we deconstruct the village-level organizational performance from three levels of politics,economy and society,and form six village-level organizational performance variables.Through the analysis of the differences between the experimental group and the control group in six village-level organizational performance variables,this paper studies the impact of the system of sending the first secretary to the village-level organizational performance.The results show that the system of appointing the first secretary can have a significant positive impact on the performance of village organizations,but it have not a significant impact on the disposable income of farmers.On this basis,the article finally puts forward specific suggestions to improve the system of assigning the first secretary.On the one hand,the article fills in the blank of the research on the working mechanism of the first secretary and the impact of village-level organizational performance,on the other hand,it has certain reference value for guiding and improving the working mechanism of the first secretary.
