Research On The Influence Of Public Service Motivation On The Performance Of The Village Secretary In Longyan

Abstract/Summary:
Since 2015,the central government has issued a document stipulating that Village Secretaries should be selected for weak villages and poor villages.Nowadays,poverty alleviation is coming to an end,and rural revitalization is starting.Whether the Village Secretary has high public service motivation directly affects their work efficiency and service level,and whether the government’s policies can be implemented timely and accurately.Based on the basic theoretical knowledge of public service motivation and job performance,this study takes the Fifth Group of Village General Secretary in Longyan city as the research object,in-depth interviews with relevant public officials from the Organization Department of the Longyan city Municipal Party Committee and the directly administered assessment of Village Secretary in the Changting County and Wuping County.This study uses empirical analysis to explore the relationship between public service motivation and Veneral Secretary work performance.The results show that the average value of 482 samples in public service motivation and performance is more than 3.90,indicating that Village Secretaries have higher public service motivation and work performance.On the personal attribute,the male work performance is higher than the female;the higher the educational background,the higher the public service motivation,the higher the job performance score,the higher the public service motivation and work performance;the public service motivation and work performance without rural work experience were significantly higher than those with experience;the public service motivation and performance of provincial cadres are significantly higher than that of municipal and county cadres.The correlation analysis shows that work performance is significantly linear with compassion,public interest commitment and self-sacrifice,and task performance is correlated with contextual performance.The multiple regression model shows that each dimension of public service motivation has significant positive influence on task performance and contextual performance.Based on the problems existing in the Village Secretary,this paper puts forward policy optimization measures.The first is to strengthen learning and training education,ideological and political guidance and work skills training.Second,improve the incentive assessment mechanism and make scientific and reasonable evaluation.Third,balance the allocation of resources projects,effectively integrate planning and scientific allocation.Fourth,improve the service guarantee system,improve the fault-tolerant mechanism,and ensure the rights and treatment of the Village Secretary.
