A Study On The Problems Of X Petitioning To Beijing In The Past Five Years

The petition system is an important part of the socialist democratic political system with Chinese characteristics.All along,as an important form for the masses to express their interests and safeguard their own interests,letters and visits have played an important role in regulating conflicts of interests and making up loopholes in social management in the process of reform,opening up and modernization.However,with the rapid development of the economy and society,the disputes of interest contradiction are increasing day by day,the people's awareness of safeguarding their rights is increasing,and more and more people are petitioning governments and departments at all levels.In addition,the defects of the existing system and mechanism of letters and visits,and the weak handling of the grass-roots government,have caused the contradiction to intensify.The abnormal petition to Beijing has become an important social problem that affects the social order,security and stability of the capital.At present,the domestic research on letters and visits mainly focuses on the two major areas of law and sociology,the foreign research,because of different national conditions,only have a certain reference.In recent years,the economy of X city in Hubei Province has developed rapidly,and the social disputes and contradictions have become more and more frequent.This paper introduces in detail the research results of petition to Beijing and the abnormal petition to Beijing in different disciplines and fields,and expounds the related concepts and theories of petition.And taking the situation of petition in Beijing in the past five years in X city of Hubei Province as an example,combining with the author's daily work reality,through a careful review of the existing petition system,regulations and policies,and relevant research results on maintaining stability through petition at home and abroad,on-the-spot visit grass-roots government,public security,petition departments,and with the petitioners face-to-face conversation,extensive collection of material.From the perspective of beijing-based petition workers,this paper analyzes the number,scale and causes of the Group of people who petitioned for petition in Beijing in 2013-2017 in the city of X and the Abnormal Group of people who petitioned for petition in Beijing,this paper probes into the main reasons,the new changes,the current measures to solve the problem of letters and visits andthe existing problems.So as to make feasible suggestions on strengthening the basic role of the grass-roots government in the process of preventing and handling visits to Beijing,guiding the masses to correctly reflect their demands,maintaining the normal order of letters and visits,further improving the system and mechanism,and promoting the institutionalization and scientific construction of letters and visits,etc.,it is hoped that it can effectively solve the practical problems of petitioning Beijing,crack down on illegal crimes,protect legal petitioners and petition workers and so on to provide useful reference.
