Research On The Legal Approach To Solve The Petition Difficulties In Hengshui,hebei Province

The rule of law is the key to deepening the reform and opening-up at the present stage.In recent years,the State Council,the General Office of the CPC Central Committee,and the State Bureau for Letters and Calls have made comprehensive arrangements for the rule of law in petition,including releasing a package of relevant documents on the establishment of operating procedures and information construction.However,there are certain clashes between the current reform measures and the actual complex situation of petition.Therefore,it is important to solve the problems in local petition practices and to formulate corresponding policies.Based on the petition data in Hengshui city from 2015 to 2018,this study uses methods such as literature research,induction and deduction,and case analysis,aiming to summarize the difficulties encountered in the operation of petition and their internal and external causes,and to finally draw the conclusion that only by integrating the legal approach can the problems of the reform be solved.This paper is divided into four parts.The first part well-defines petition and the system of petition,and finds out the reason of its extensive problems.Therefore,the logic of this paper-from the dilemma,to the reason and then the solution-is established.The second part investigates the situation of petition in Hengshui city,analyzes its structuring,working process and local regulations,and clarifies its multi-dimensional operation dilemma.In the third part,the author studies the system and operation of petition,and analyzes the reasons of the difficulties of petition in Hengshui city.The fourth part provides the legal approach to solve the existing petition problems.
