Research On Resource Mobilization In Rural Community Under The Background Of Beautiful Countryside Construction

The construction and development of rural areas is the top priority of China's development.The major historical task of the Fifth Plenary session of the 16 th CPC Central Committee on building a new socialist countryside puts forward the goal of building beautiful countryside.The report of the Nineteenth National Congress of the Party regards "industrial prosperity,ecological livability,rural civilization,effective governance and rich life" as the general requirement of building beautiful countryside and realizing rural revitalization.The key to the construction of beautiful countryside and the realization of rural revitalization is to improve the endogenous capacity of countryside and how to mobilize and obtain the resources needed for development from outside or inside.Based on the Resource Mobilization Theory and from the perspective of the relationship between state and society,this paper put forward an analytical framework for rural community mobilization,by three steps: social structure influencing rural structure,resources mobilized through three dimensions,and the mobilization producing the perceptual and rational mechanisms of actions.Selecting the representative H village in C town as research object,and collecting data by literature analyzing,interviewing,case studying and participatory observation,this paper finds that after more than thirty years of development,this village has accumulated a wealth of mobilizing experience and obtained tremendous resources.Meanwhile,a strong basis of mobilization and organization has been built.According to the three dimensions of community mobilization in H village,this paper describes the process of economic mobilization,member mobilization and frame mobilization in turn,and analyzes the behavior process of community drawing funds project resources,activating relationship network resources and integrating value target resources.There are four main conclusions of this paper: First,resource mobilization plays a key role in solving problems and implementing plans while rural communities facing difficulties and decision-making during its thriving.Second,the construction of beautiful countryside reflects a special relationship between nation and society in China,which is that the nation guides the development of thecountryside and the countryside trying to attracts external resources.As a social structure,this relationship changes the rural structure,and then affects the way villages are mobilized.Third,compared with the resource mobilization of western social organizations,the special feature of rural community resource mobilization in China lies in the fact that Chinese countryside has the rich social capital and developed relationship network,long historical and cultural resources,relatively concentrated and unified ideology.Mastering and utilizing these characteristics is essential to the success of rural community resource mobilization.Last,when community engaged in resource mobilization,on the one hand,the villagers act because of the collective identity generated by the mobilization,on the other hand,their behavior is also driven by rational interest motives.Village H has achieved development through rural community resource mobilization and become a model of rural community and beautiful village construction.Meanwhile,there are some problems,such as "leader" inheritance and team construction challenges,urgent need for collective economic transformation,and lack of long-term mobilization mechanism.Village H is a representative of a group of villages that have grown up under the background of beautiful countryside construction,the experience of success and failure is valuable.In order to draw lessons from successful experience and avoid possible dilemmas,the countermeasures proposed in this paper are as follows: First,optimize the main structure of rural community resource mobilization according to the rural governance structure;second,cultivate a new path of capable people to run villages to promote the construction of rural leaders;third,improve the mechanism of community resource mobilization to stimulate diversified mobilization;fourth,enhance the ability of community resource mobilization to follow the path of integrated traditional and modern development.
