The Dilemma And Breakthrough Of Urban Community Conflict Governance From The Perspective Of Symbiotic Theory

The fourth Plenary session of the 19 th CPC Central Committee put forward that we should adhere to and improve the social governance system of co-construction,co-governance and sharing,maintain social stability and safeguard national security.Social governance is an important aspect of national governance,and urban community governance,as an important part of social governance,is the basis for ensuring community harmony and social stability.In recent years,with the acceleration of social transformation and urbanization,the relationship between social interests has become more complicated,and various contradictions and disputes have emerged in endlessly.As a micro-unit of social conflict management,urban community can directly reflect the relationship between multiple stakeholders in the process of social change.Different subjects are interdependent,affecting others and being restricted by other subjects at the same time.Urban community is equivalent to a holistic spatial governance structure.The limitation of community resources and the complexity of the main interests lead to the state of mutual exclusion and struggle between the main bodies within the community.Different subjects need to achieve balance of interests,coordination and order,any party's absence,offside and dislocation may cause the disorder of community governance.Therefore,it is necessary to coordinate the main interests,resolve the conflicts of urban communities,and build a symbiotic system of urban communities that is interdependent,integrated and mutually beneficial.Based on the above background and from the perspective of symbiosis theory,this paper discusses the dilemma and breakthrough path of managing urban community conflict.Taking the conflict of property replacement in X district of Zhengzhou as an example,this paper explains the whole process of dispute cause,conflict intensification,court lawsuit and dispute.Through the investigation and interview of grass-roots government organization,community neighborhood committee,industry committee and property service company,it reveals that the whole conflict of property replacement lasted more than two years,from non-confrontational conflict to adversarial conflict,from mediation to legal action,and the related disputes can not be resolved in the specific field of community and spread to the deep level of court.Combined with the causes,this paper puts forward some beneficial measures to manage urban community conflicts.Combined with practical cases,this paper finds that the difficulties of urban community conflict management from the perspective of symbiosis theory are mainly manifested in four aspects: the defects of symbiosis unit itself,the limited evolution of symbiosis mode,the insufficient optimization of symbiosis environment,and the lag of development of symbiosis interface.In view of the above practical difficulties,this paper puts forward some countermeasures and suggestions for managing urban community conflict from the perspective of symbiosis theory: standardizing the orientation of power and responsibility,ramming the foundation of symbiosis;creating cooperative mechanism,innovating symbiosis mode;exerting overall linkage and optimizing symbiosis environment;using information technology to dredge symbiosis interface.It is expected that this study will help to resolve conflicts in urban communities,build a symbiotic system for urban community conflict management and maintain community harmony.
