A Study On The Current Situation And Countermeasures Of Grassroots Trade Union Organizations Participating In Social Governance

Promoting the modernization of the national governance system and governance capacity was first proposed at the Third Plenary Session of the 18th Central Committee of the Party.The Fourth Plenary Session of the 19th Central Committee of the Party conducted a special study on this.It is proposed to adhere to and improve the social governance system of co-construction,governance and sharing,encourage and support all parties to participate,pay attention to the role of group organizations and social organizations,and provide new ideas for the innovation of social governance in China.In July 2015,the Central Committee issued the Opinions of the Central Committee of the Party on Strengthening and Improving the Work of the Communist Party and the Groups.The Opinions stated that group organization is an important force for innovative social governance and maintaining social harmony and stability.As one of the group organizations,the trade union organization has the characteristics of far-reaching social influence,wide coverage and sound organizational structure.It has important potentials and advantages in stimulating social vitality and integrating social forces,and are an important relying force for the construction of a social governance system.This article analyzes the current situation,existing problems and reasons of the participation of the grass-roots trade unions in the county of Jiangxi Province by participating in social governance through an example analysis of the participation of the unions in the county of Jiangxi Province.Drawing on the practical experience of domestic and foreign trade unions participating in social governance,this article explores and proposes countermeasures and suggestions for grassroots trade unions participating in social governance.After investigation,it was found that the trade unions in X County of Jiangxi Province participate in social governance mainly by promoting high-quality economic development,strengthening rights protection assistance services,and improving the work level of grassroots trade unions.In participating in the governance process,there were problems such as unclear role positioning,marginalization of organizational construction,insufficient functioning,and weak independence.After analysis,the problem was mainly caused by five factors:weak employee participation awareness,insufficient legal and regulatory support,weak cadre force,lack of funding and technical support,and inadequate participation mechanisms.On the basis of learning from the domestic and foreign trade unions' practical experience in organizational construction,safeguarding rights and interests,and providing services,explores and put forward countermeasures such as clear role positioning,strengthening education and training,improving institutional mechanisms,strengthening the self-construction of trade unions,and promoting trade union work innovation.
