Today is not only the "gold period" of China socialist economic development, but the "protruding period" of various contradictions, and all sorts of instability and disharmony factors are increasing during the period of the social transformation. Economic and social development is facing the important historical opportunity, both are also facing many risks and challenges, all of which urge the government to change the government functions, to change the single social governance system, to strengthen and innovate the social governance. Government transferring part functions to some social groups, established by the government, social organization, multiple subject of orderly citizen participation in the new social governance pattern of common governance become the inevitable trend of social development.It is worthy of our attention and research that, the using own advantages to actively participate in social governance, play an important role in promoting social harmony and stability. Dongguan is the forefront of China’s reform and opening up, the trade union solved many problems which the same as the other areas in the progress of social development. At the same time, because of the forward development and worker masses demand diversity, we have to face many new problems. Although the rapid development of economy and society of Dongguan build a more solid foundation for resolving the old and new problems during the period of the development, but the trade union organizations still facing many new problems in participating in social governance. This article used a variety of methods to analyze problems, such as read a large number of literature data, descriptive research, quantitative analysis qualitative analysis. On the theory of the trade unions to participate in social governance, the author made a careful analysis of the current situation of Dongguan trade unions to participate in social governance, and puts forward the countermeasures and suggestions about how to improving the Dongguan unions’ability to participate in social management.This article is divided into five partsThe first part, introduction. This part introduces the selected topic background and research significance, the research reviews of the trade unions to participate in social management from the domestic and foreign scholars, the research ideas, the research methods and the research key points, difficult points and innovation points.The second part, the basic definitions, the basic theories and the overview of gist. Mainly introduces the nature, functions and the management systems of the trade union organizations, the overview of social governance, the relevant theories and the basis of the trade unions to participate in the social governance.The third part, analyzed the necessity of the trade unions to participate in social governance from four aspects, such as the development of the working class, the labor contradictions increasingly prominent, build a new social governance system and the union to better fulfill its duties. And then analyzed the advantages of trade unions to participate in social governance from three aspects, such as the advantage of organization and network, the advantage of talents, the advantage of working mechanism.The fourth part, introduces the basic situation of Dongguan and Dongguan federation of trade unions. Made a comprehensive and concrete analysis of the actuality of Dongguan trade unions to participate in social governance, such as the main methods and effectiveness of Dongguan trade unions to participate in social governance, the problems and the reason analysis of trade unions to participate in social governance.The fifth part, puts forward the countermeasures and suggests from five aspects which improving the capacity of Dongguan trade unions to participate in social governance, such as To optimize the external environment, To strengthen the construction of its own, to strengthen the construction of leadership team, to build perfect rights protection mechanism from source, to innovate the work idea and methods.
