Today is not only the "gold period" of China socialist economic development, but the "protruding period" of various contradictions, and all sorts of instability and disharmony factors are increasing during the period of the social transformation. Economic and social development is facing the important historical opportunity, both are also facing many risks and challenges, all of which urge the government to change the government functions, to change the single social governance system, to strengthen and innovate the social governance. Government transferring part functions to some social groups, established by the government, social organization, multiple subject of orderly citizen participation in the new social governance pattern of common governance become the inevitable trend of social development.It is worthy of our attention and research that, the using own advantages to actively participate in social governance, play an important role in promoting social harmony and stability. Dongguan is the forefront of China’s reform and opening up, the trade union solved many problems which the same as the other areas in the progress of social development. At the same time, because of the forward development and worker masses demand diversity, we have to face many new problems.
