A Study On The Problems And Countermeasures Of Grass-roots Social Governance In Semi Urbanized Areas

The grass-roots society is the foundation of the whole society.The level of grass-roots social governance directly determines the level of China's overall social governance system.In recent years,in order to accelerate the process of urbanization,all kinds of high-tech development zones,economic and technological development zones,agricultural development zones and comprehensive bonded zones have sprung up all over the country.The area and scale of cities have been expanding,and a large number of suburban villages have been gradually merged and gradually evolved into cities.The areas in the process of transformation are generally called the urban-rural integration,but also learning They are called semi urbanized areas.In this part of semi urbanized areas,with rapid economic growth and rapid changes in regional appearance,the traditional rural governance model is no longer applicable,and the mature urban governance model has not yet been fully formed.The grass-roots social governance in semi urbanized areas is facing many challenges and difficulties.How to form an effective governance model and promote the process of urbanization has become a new proposition in the semi urbanization area.Weifang Economic Development Zone,as one of the early development zones established in Weifang City,has made rapid development in the past five years.Some communities and villages have also made many bold explorations in the practice of grass-roots governance,and achieved some results,but there is still a big gap compared with advanced areas such as Weifang High tech Zone.By using the methods of field investigation,case analysis and personnel interview,this paper makes a comprehensive understanding of the current situation of Weifang Economic Development Zone in the process of urbanization and the characteristics of grass-roots urban and rural governance,and expounds that the public service capacity of the government in the grass-roots urban and rural governance of Weifang Economic Development Zone is difficult to meet the needs of residents,the grass-roots governance system and mechanism are chaotic,and the grass-roots governance This paper summarizes the beneficial experiences of Wuhan,Beijing and Chengdu in promoting the governance of grass-roots urban and rural communities,such as the guidance of Party building,the reform of administrative system,the standardization of urban and rural communities,and the code for urban and rural communities in Weifang Economic Development Zone This paper will provide reference for promoting the practice of urban and rural community governance based on local development.Combined with the above analysis and summary,this paper puts forward targeted suggestions and Countermeasures to accelerate the improvement of urban and rural community governance level from five aspects:strengthening the leadership of grass-roots party building,deepening the reform of administrative system,improving the mass self-government system,and developing and expanding social organizations,in order to provide a better social governance level for Weifang Economic Development Zone and other semi urbanization areas High reference value initiatives.
